Korea's land speculation, which results from social, economic and administrative causes, affects income inequality, real household income and price rise. This would make people dream of making a fortune at one stroke, and in this context, a great problem can be produced. Land policy problems include the followings: First, as a problem in the land transaction regulation system, It is that the policy for preventing land speculation focuses on the formalities rather than on the practical inspection. Second, as a problem of the Heal Estate Real Name Registration System, It is the fact that the system is vulnerable to the various illegal activities being conducted openly.
Third, as a problem of capital gains tax, It is the fact that the tax base is unreasonable and that the property liable for tax reduction or exemption is very comprehensive. In this regard, the conclusion to improve such problems includes the followings: First, land transaction system should be reinforced. That is, the obscure parts of formal standard should be complemented by revising them to the precise, impartial and practical ones. Second, for the capital gains tax, tax evasion or omission should be prevented through the reinforcement of supervision and the withholding at source, and accordingly government office of tax affairs show the strong will of thorough investigation.
Third, people's view about land should be changed and It should be recognized that the land is not a object of speculation but the place we are living and will live. lastly, A (10 year-lasting or even 100 year-lasting)land-policy based on long-term view, not a occasionally changing land-policy based on short-term view, should be developed so that the rise of land prices due to change in national policy can be prevented.
