The purpose of this research is to recognize the problem of rental house supply which is insufficient in places where the rate of house supply is low and to suggest transforming method of ownership housing capable of enhancing the efficiency of supplying resources related to rental house based on the case analysis centered on the profit and loss of private entrepreneurs Problem such as necessity of rental houses, lack of support in rental house supply, evasion of supply due to insufficient profit by rental business and so on were indicated and asserted necessity of rental house supply expansion, relaxation of regulations about rental business, management of dweller qualifications for rental house, rate control of fund loan as a core of government support, differential support for rental periods, abolition of regulations about rent increase, and so on as the conclusions.

Therefore, this research suggest transforming method of ownership housing as substitute of insolvent national housing fund and maximizing the profit. This research estimated the profit and loss of the rental business by comparing them with ownership house transformed. For the evaluation of the prospect of business, smaple in Kyongsangbukdo 00 city were selected According to the results of the prospect of business evaluation, the profit and loss of rental were to be inferior ownership house transformed.

Considering the above, it seems that the expansion of participation by private enterprises is possible if transforming ownership house is expanded substantially improving the profit and loss of private enterprises Therefore, this research show executable 3 case program. firstly, as general case, is purchased by tenant, Second case is purchased by pre-contract, third case is purchased by fund.
