도시정비사업을 통한 서울강북지역의 공간구조변화 및 개선방안에 대한 연구

서울 강북지역 정비사업의 공간구조 변화와 개선방안을 연구했다.

(연구배경 및 목적) 우리나라는 1970년대 이후 급속한 경제성장으로 인해 대도시를 중심으로 인구가 집중하였다. 특히 서울의 강북지역에서는 체계적인 계획이 없이 무분별하게 주거지가 형성되어 40여년이 지난 현재에는 정비가 시급한 상황이다. 따라서 본 연구에서는 지금까지 진행되어온 정비사업의 사업방식을 살펴보고 향후 개선방안을 제시하고자 한다. (연구방법) 본 연구에서는 서울강북지역의 노후주거지를 대상으로 재개발 사업을 분석대상으로 한다. 이에 따라 시기별 재개발사업방식의 변화를 기준으로 합동재개발사업과 뉴타운사업, 주민참여형 재생사업 등으로 구분하여 살펴본다. (결과) 분석결과 각 사업방식은 각각의 장점과 단점을 보유하고 있으므로 향후 재개발사업 시 지역의 특성에 맞는 차별화된 적용이 필요한 것으로 나타났다. 또한 향후 주택시장의 변화를 고려하여 추가 부담금을 최소화할 수 있는 정비사업방식의 개발하고 기반시설확보에 대해서 지방정부의 적극적인 참여가 필요하다는 개선방안을 제시하였다. (Background and Purpose)The population has gravitated towards large cities due to rapid economic growth in Korea since the 1970s.

Especially, the residential areas in the Kangbuk district of Seoul have been formed indiscriminately without any systematic planning, and their improvement is urgently needed at this point in time when 40 years or so have passed. Accordingly, this study attempted to investigate the method of the improvement project conducted thus far and present the future improvement scheme. (Method)This study adopted the dilapidated residential area of the Kangbuk district in Seoul as the object of analysis for the redevelopment project.

Accordingly, it attempted to investigate the redevelopment project method by dividing it into the joint redevelopment project, the new town project, the human town project and the like on the basis of its changes by period. (Result)The results of analysis showed that each project method had advantages and disadvantages and so its differentiated application suited to the characteristic of the region is needed to a future redevelopment project. In addition, presented a plan for developing an improvement project method that minimizes additional charges and induces local governments to take active part in securing the infrastructure in consideration of the changing of the housing market.
