초록
Before 1980 the main urban development method in Korea is land readjustment. But since 1980s land appropriation method changed urban development scheme along with rapid urbanization and industrialization. The former brought several problems such as the excessive private ownership of development profit, deficiency of public facilities and long term of developing period. The latter also had conflict between public and private because of develper's capital burden, which was increased by high cost of land acquisition and urban infra facilities and land owner's resistance, which was increased by all purchase and land expropriation method.
Furthermore many people want amenities in urbanized area and need more facilities such as road, park, green tract etc. Nevertheless, rigidity of urban development method can not satisfiy people's needs. Based on the recognition of above mentioned problems this study aims to provide the solution to overcome the limits of the rigid urban development method of land purchasing and replotting.
In the fourth chapter I classified four type of land purchase-replotting mixed methods -those are site division, urban-use discriminate, patrial readjustment after appropriation and upper limit readjustment- in order to agree with the trends of the urban development system and be convinced of equity both the urban facility and privatization of development returns in the reasonable level. And I applied those in the case destrict and drew out possibility and strong and weak points of mixed method both land owner's and developer's view. The findings from the analysis is as follows.
First, mixed method can compensate a reasonable property value than land appropriation method and reduce private development profit than land readjustment method. Second, mixed method can secures a good project propriety, especially compares investment with recovery. As a result mixed method is capable of reducing the land owner's resistance and improvement of urban facilities in urban development. But mixed method also has unequity problems because of mixing two methods and more complex business contents than appropriation and readjustment method. To improve these we should apply more diversified methods and districts.
And the related studies such as optimum rate of land charge, vertical land replotting and legalization in urban development law should be prepared.
