토지조사사업을 위한 지적 전문인력 양성 방안

토지조사사업 추진을 위한 지적 전문인력 양성 방안을 제시했다.

토지정책 및 토지행정 제도는 지적제도를 기초로 하고 있으나, 국가 토지정보 인프라는 많은 문제점을 내포하고 있어 정책 입안자 및 수요자의 요구 수준을 충족하지 못하고 있으므로 토지정보관리의 기본적 요소이며, 토지이용 증진과 국민의 재산권 보호를 위한 국가기본도의 임무를 갖고 있는 지적도의 품질을 높이는 것은 국가적인 현안과제가 되었고 국회에서는 토지조사사업을 위한 “토지조사특별법”을 2006년 9월 13일 발의하였고 기타 관련 분야의 연구활동 등 가시적이고 다각적인 활동을 전개하고 있다. 토지조사사업과 관련하여 제도 및 측량방법론에서는 많은 연구가 이루어졌으나 사업추진에 필요한 전문인력 양성에 관한 연구는 소홀히 되고 있어 지적관련 분야의 국·내외 인재육성 프로그램을 조사하고, 토지조사사업을 위한 지적 전문인력 양성 방안 수립과 전략목표를 제시하는데 연구의 목적이 있다. 국가 토지정책의 가장 중요한 인프라인 토지정보시스템이 원활히 작동할 수 있도록 제도적으로 연결되어야 하며, 전체적인 토지관리 측면에서 종합적인 전문조직 창설이 필요하며, 성공적인 토지조사사업을 수행하기 위해서는 능력평가와 능력개발을 포함한 새로운 개념의 프레임워크를 개발하여야 한다. The land policy and land administration system has its' bases on the cadastral system.

However, the infrastructure of state estate information has problematic aspects which are still insufficient in fully satisfying the desires of policy planners and users. As a result, the improvement of cadastral map quality, which is a fundamental factor of land information management, land utility promotion, and an obligation for protection of citizens' property rights, emerged as a pending issue, and therefore, was finally proposed under the name "Special Law on Land Survey" on September 9th, 2006. Research in related fields, and viable and diversified operations are now in progress.

Various research on systems and survey methodologies have been carried out in relation with the land survey project. However, research on cadastral expert development, which is essential for the successful progression of the project has been neglected. Therefore, the purpose of this study is to investigate domestic and foreign expert development programs in the land registration field, to establish development plans for land registration experts, and to propose a strategic goal for land survey projects. The land information system, which is the most important factor of the state estate policy, must be systematically connected in order to facilitate a successful operation.

Also, an integrated expert organization must be established for complete land management. and a new conceptual framework including performance assessment and evaluation must be developed for success in the land survey projects.
