도시환경정비사업에서의 SPC 도입방안 연구 : 조합방식과 SPC 방식의 비교를 중심으로

도시환경정비사업에서 조합방식과 SPC 방식의 도입 가능성을 비교했다.

Due to the rapid economic growth and high population density phenomena that were both subsequent result of past industrialization, the cities in Democratic People of Korea(from hereon, Korea) has come to what it is now especially after substantial infrastructure change. Rapid urbanization and economic growth beget various problems during the process. As a matter of fact, urban sprawl and urban doughnut phenomenon have already occurred in the cities of Korea; consequently, events such as absence of individual city characteristic, physical deterioration, population decrease and losing economical competence are the major infrastructural problems of city to be dealt with immediately.

What is worse, is that the solutions to cope with these problems applies not only locally, but also fragmentarily formulated. For Urban Planning of Korea where the economy is finally in the stabilization phase, designing systematic and innovative solutions and implementation of these are in immediate need. Starting from 60's District Improvement Project, blueprints for Urban Renewal Project had been implimented. After trial and failure basis, we come to implement the newly formulated Urban Renewal Project based on the the Urban and Residential Environment Maintenance Law.

Although, compared to the utter importance of the Urban Renewal Project, plagues like lack of transparency, conflicts in between developers and lack of legal specification, are limiting causes in implementing assembly of pre-established solutions. Accordingly, coping with such limitations in previous Union and designing are necessary in preparing efficient and affective Urban Renewal Project. As alternative solution to the old, Implementing SPC has been investigated.
