초록
The development permits system is a system to prevent over development by determining permission for development activities in consideration of appropriateness of plan, availability of infrastructure, and harmony with surrounding environment. It is very important to secure democratic standards of operation, expertise and procedures in the operation of the licensing system because it gives a very great discretion to the city planning administration unlike the usage local system.
This study describes the effects of the granting of developmental activities on the environment of the community where the development activities are carried out beyond the merits of the economic, Social and environmental factors. Recognizing and improving the problem of the development licensing system can be said to be the infrastructure construction in terms of humanities for the qualitative development of our society. We used frequency analysis and GIS technique spatial analysis based on Yonin City internal data (2017) based on theoretical analysis through review of various related books, papers, and simple aggregation method for the permission status of Yongin City development activity.
According to the results of analysis of development permits, it can be said that permission for development activities nationwide including Yongin City was influenced by real estate games, land transaction volume, large scale development plan, and government policy. Overall, Yongin City showed urban land use patterns mainly in the vicinity of urban areas. By region, the number of greening areas was the most permissible for the village sites, and there were many residential facilities, convenience facilities and commercial facilities. Looking at the results of analysis of change in development permits, the ratio of 11.43% per year for changes in development behavior is significant.
Yongin-si can be confirmed in the timing analysis that the development act can be continued as the municipality with high development pressure. Given the continuing development activities in the future, human and economic losses are predicted. The results of analysis of change in development behavior by region showed that the rate of change of development activity was 76.30% (309 cases) in natural green areas in urban areas. In Yongin City, there is a need for a fundamentally active support system and a legal system for prevention of over development, which is the fundamental purpose of the license system for development activities.
Therefore, it is suggested that the problems and the solutions to be solved should be utilized to resolve the problems of these administrative and procedural steps, and further research should be carried out in order to solve the environmental destruction and the development of small scale real estate.
