In this study, the current status of the lack of accessibility, restoration of the natural environment, and the establishment of the park development plan, which are issues in the process of the Yongsan National Park development plan, were considered.
This study tried to suggest directions by comparing the cases of large-scale parks (Central Park, Boston Common, Lower Manhattan Waterfront Park, and Seattle Waterfront Park). The Yongsan National Park development project began in earnest with the passing of the National Assembly’s ratification of the 2004 Yongsan U.S. Military Base Relocation Agreement, and as the “Yongsan National Park Creation Special Act” was enacted and the Ministry of Land, Infrastructure and Transport’s comprehensive master plan was extracted, the 2009 Yongsan National Park Idea Contest, In 2012, the vision and strategy were established through an international competition for the design of the Yongsan National Park.
Currently, 8 government members and 30 private members appointed by the Minister of Land, Infrastructure and Transport under the Ministry of Land, Infrastructure and Transport are in the stage of establishing a comprehensive master plan. In March 2020, the Ministry of Land, Infrastructure and Transport recognized the importance of private participation and is operating a public participation group of 300 people.
First of all, the accessibility of the surrounding area as the main contents and issues of the Yongsan National Park Development Plan was investigated through the process of the Yongsan National Park Development Plan and the literature review of previous studies, and the importance of soil contamination restoration was reviewed. In addition, the directions for each current situation and issues were presented, along with the characteristics of the US park creation examples.
Looking at it, Central Park is a part of natural environment restoration, Boston Common Public Garden is a part that recognizes the importance and value of history and commemorates independence, and Seattle Waterfront Park is integrated in the connection and accessibility of surrounding areas and public spaces during the construction process. In the part of operating the management system as a waterfront park, it is meaningful that the Lower Manhattan Waterfront Park remodeled the existing outdated facilities to preserve the characteristics of the area and create value.
In particular, in the US park development process, citizens participate together to share ideas, discuss and discuss, and the short-term and long-term goal planning can be materialized as a model for the Yongsan National Park development planning process.
