Rising real estate prices in South Korea have led to real estate being used as a tool for investment and speculation.
In response, the Korean government has implemented various policies to stabilize the real estate market and enhance housing welfare for the people by encouraging real estate trade among people who need housing rather than among speculators. On August 2nd, 2017, the Moon government announced a new policy initiative that adds a heavy transfer tax to real estate transactions. Stakeholders and experts have debated the effectiveness of this policy. The present study estimates the impact of the heavy transfer tax announced on August 2nd, 2017, on the trading volume and price of real estate.
Specifically, I compare the trading volumes and price index of apartments in Seoul between the real estate policy act of August 2nd, 2017, and the previous policies enacted on June 19th, 2017 and November 3rd, 2016. Based on the findings, I explore whether the heavy transfer tax enacted in 2017 successfully stabilized the real estate market. I focus on apartments, which are the most desirable type of housing in Korea. In addition, I compared the real estate price and trading volume between the three districts south of the Han River in Seoul (Kangnam 3 Gu: Seocho-gu, Kangnam-gu, and Songpa-gu), because this area leads real estate prices in Seoul.
This study aims to explore the impact of the heavy transfer tax policy of the current government and derive implications for creating future real estate policy. I analyzed data from the KB Bank’s housing price index and the Korean Appraisal Board’s real estate statistics, and calculated the maximum likelihood estimation for regression. Findings show that following the real estate acts of 2016 and 2017, trading volume decreased and the price index continuously increased. The heavy transfer tax announced on August 2nd of 2017 statistically significantly reduced trading volume, and particularly it was reduced more in the Kangnam 3 Gu than in other regions.
This finding suggests that housing owners with two or more houses may delay selling their houses to avoid the heavy transfer tax, and conclude that having multi-houses will provide them advantages due to an expectation for future deregulation policies. On the other hand, I found that the apartment price index increased in all regions after the August 2nd policy act. These findings suggest that the heavy transfer tax targeting housing owners with two or more houses may reduce the trading volume temporarily, but has no impact on apartment prices. In addition, the heavy transfer tax may lead to polarization in the real estate market.
However, considering the recent decrease in real estate prices following the regulation policy for the real estate market announced on September 13th, 2018, non-tax policy or direct regulation may be more effective in stabilizing real estate prices than tax-based policy. The present study is distinct from previous research in that it empirically estimates the impact of real estate policies on trading volume and the housing price index by comparing the Kangnam 3 Gu with other regions. Further research is needed to estimate the impact of real estate policy in the long-term.
