EA-INDEX를 활용한 관광단지 개발사업의 친환경성 평가

환경영향평가 자료를 활용해 관광단지 개발의 환경성을 평가한다.

Since the tourism complex development projects is promoted for areas with good natural environment and excellent landscapes, it has s significant environmental impact on the surrounding area. Therefore, this study investigated the current status and various environmental influences of tourist complex based on environmental impact assessment reports from 2012 to 2021. Based on the results of the current status analysis of the development projects, EA-INDEX forthe tourism complex development projects was developed and applied to comprehensively and quantitatively analyze various environmental impacts.

Through this, we investigated eco-friendliness of the development projects by year in the natural environment conservation sector, resource conservation sector, and living environment protection sector. As a result we found that the tourism complex development projects were carried out in a way that increases eco-friendliness over the past ten years, especially in in the natural environment conservation sector. On the other hand, in the case of resource conservation, it has been confirmed that eco-friendliness is decreasing, so it is necessary to make efforts to improve it when establishing new development plans in the future.

It is expected that the result of this study will be useful for identifying the development trend and environmental impact of development projects. If an analysis is made that synthesizes information such as policy events and social issues related to development projects in the future, it is also expected that a broader explanation will be possible to identify trends in development projects using EA-INDEX. 관광단지 개발사업은 자연환경이 양호하고 경관이 우수한 지역을 대상으로 추진됨에 따라 주변 지역에 대한 환경부하를 지나치게 가중하는 점이 문제로 제시된 바 있다. 이에 본 연구에서는 2012년~2021 년간 이루어진 국내 관광단지 개발사업의 환경영향평가 결과를 토대로 동 사업으로 야기되는 환경영향을파악하였다.

특히 다양한 환경영향을 종합적·정량적으로 분석하고자 선행연구를 통해 마련된 EA-INDEX 를 관광단지의 사업 특성에 적합하게 신규 도출하였으며, 이를 통해 관광단지 개발사업의 환경영향을 크게자연환경 보전, 자원 보존, 생활환경 보호 부문으로 구분하여 각 세부 지표별로 살펴보았다. 그 결과 지난10년간 국내 관광단지 개발사업은 친환경성이 증가하는 방향으로 추진·개발된 것으로 나타났으며, 특히 자연환경 보전 부문에서 그 증가 추세가 뚜렷함이 확인되었다. 반면 자원 보존 부문의 경우 친환경성이 감소하는 것으로 확인되었으므로 추후 신규 개발계획 수립 시 이를 제고할 수 있는 노력하는 것이 필요할 것으로 판단된다. 본 연구는 비교적 장기간에 걸친 관광단지 개발사업에 대한 환경적 영향을 파악하고, 특히 개발사업의 친환경성에 대해 각 세부 부문별 영향을 정량적으로 분석한 것에 의의가 있는 것으로 판단된다. 추후 개발사업과 관련한 정책 이벤트, 연관 사회적 이슈 등의 정보를 종합한 분석이 이뤄진다면, EAINDEX를 활용한 개발사업의 경향 파악에 더욱 폭넓은 해설이 가능할 것으로 기대된다.
