While every city in the world has its own unique historical and cultural background as well as a different political, social, and economical condition, the most of major cities have experienced the population decrease and functional decline of urban-center.
Recently, as the importance of urban-center has been highlighted, it is underlined that the city has to develop its global competence through the urban-center regeneration process in a 3-dimensional integrated viewpoint. The purpose of this study is to develop the alternatives for the implementation process of urban-center regeneration, in the developer's and/or the builder's angle, by reviewing the government policies and regulations as well as by analyzing the performance data and the typical cases of projects in Seoul and Tokyo.
Especially, the study is focused on the 140 regeneration zones of Seoul city-center(452,758 m2), where has been classified and designated by the Government since 1970's but not yet approved as an individual project. As a result, it is more clear that the urban-center regeneration is an imminent issue of the Government, while the profitability and the risk management are main concerns of the developers.
In order to accelerate the urban-center regeneration process, the feasibility of the project must be guaranteed and secured by minimizing the uncertainties of rules and regulations related, and by allowing construction incentives for construction volume, building height and etc., and furthermore by supporting the financing scheme like the equity participation and the funding itself. Therefore, the role and function of the government organization is very much important for urban-center regeneration project, and the Private Public Partnership, to some extent, may be one of the solutions.
Among the pending urban-center regeneration projects in the zone, well organized but not yet approved, the Sewun Commercial Area 4th/5th Zone projects, comparable to Ropponggi Hills in Tokyo, must be materialized in a short time period, and be proved that all stakeholder is satisfied with its win-win business model. The business model after being proved can be applied to the similar projects in Seoul and other cities. And it will be helpful for Seoul to be more attractive than her competitors such as Tokyo, Osaka, Beijing, Shanghai, Hong kong, and Singapore in a golabal competition.
Since the outcome of the study is made by the integrated analysis of the policies and regulations, performance data and total 6 cases of actively on-going or successfully completed projects in Seoul and Tokyo, it is expected to be used as a basic reference for accelerating the urban-center regeneration process in Seoul.
