The concentration of population and economic activities in the Seoul Metropolitan Area (SMA), especially in Seoul, has led to urban issues such as regional imbalance, housing shortages, traffic congestion, and environmental pollution. In an effort to address these problems, large-scale public development projects were implemented with the goals of expanding housing supply and reorganizing the urban spatial structure.
However, insufficient connectivity to existing city centers has weakened central functions and distorted spatial structures. In this study, I aim to analyze the impact of these large-scale public development projects on urban centrality in the SMA and, using a machine learning-based prediction model, forecast future changes under different scenarios. Urban centrality refers to the degree to which an area functions as a center for economic, social, and cultural activities.
Drawing on the concept of central areas and spatial structure introduced in previous studies, I measure urban centrality with objective indicators such as population density, commercial and office facility concentration, and traffic volume. Meanwhile, I define large-scale development projects as planned development activities that lead to significant population influx and urban spatial restructuring. In particular, I focus on large-scale public development projects with a certain minimum development area, specified by Seoul Metropolitan Area Readjustment Planning Act.
To conduct the analysis, I use time series data from 2000 to 2020 and employ XGBoost along with spatial regression analysis, reflecting spatial autocorrelation through SHAP analysis to interpret variable contributions. Furthermore, I evaluate the long-term effects by forecasting changes through 2040, comparing scenarios with and without the influence of large-scale public development projects. This approach enables me to investigate future prospects for reconfiguring the urban spatial structure and to quantitatively assess the impact of large-scale public development. The results show that traffic volume, population density, and the number of businesses strongly influence urban centrality.
Traffic, in particular, was concentrated in major transportation zones such as Seongnam and Suwon in addition to Seoul, and continued expansion of transportation infrastructure has amplified Seoul’s central function. As traffic converges in Seoul, centrality in other regions weakens, underscoring Seoul’s rising economic and commercial importance. According to the cluster analysis, Seoul’s city center, Gangnam, and Yeouido will likely continue to strengthen their roles as major economic and commercial hubs.
These findings highlight that large-scale public development projects have exposed limitations in promoting balanced regional growth across the SMA, ultimately intensifying the concentration of functions in Seoul. In conclusion, large-scale public development projects combined with transportation infrastructure expansion in the SMA have reinforced urban centrality, consolidating Seoul’s economic, social, and cultural dominance while laying bare the limits of balanced development. To encourage more equitable regional growth in future development projects, it is vital to adopt a systematic approach and policy framework.
In particular, I emphasize the importance of connectivity to existing centers and the need to ensure that infrastructure investments foster self-sustaining urban communities. This strategy would strengthen metropolitan centrality while simultaneously dispersing certain functions across the region. This study contributes by clearly evaluating the effects of large-scale public development projects through a data-driven quantitative analysis. The findings provide essential groundwork for sustainable urban planning and policymaking, offering valuable insights into how development strategies might be refined to achieve both functional decentralization and balanced regional growth in the SMA.
