地籍行政의 發展方向에 관한 硏究 : 地籍再調査의 必要性을 中心으로

Since land has various uses and characteristic of continuity, it is very important means for us to preserve value of our wealth. But because land as a good has characteristic of unproductivity. We are to maximize land use efficiency and rapid rise of land prices cause a lot of people's concern. Furthermore, because our country has become one of the overpopulated countries where we have narrow land space and high population growth rate, it may be natural phenomenan, that people are going to have strong interist in land. Such a people's interest in land causes random development, land speculation, and rapid raise of land price.

Furthermore, it give rise to frequent mutations which makes disagreement between actual record on cadastre and real status of land. Rapid rise of Non-Coincidence Cadaster and dual structure of land register and cadaster have become a big huddle for increase of the efficiency of cadastral administration and it give rise to need for introduction of Multipurpose cadastral System. Our cadastral system has a lot of defects such as rapid rise of the cadastral Non-Coincidence, dualism of land register and cadastre, and 2-dimmeusional registration of land But, our current cadastral system is not enough to redress such problems. Ways to solve such problems are as follows.

(1) We should adopt scale change survey at the Non-Coincidence area in which we can change from small scales to large scale. (2) We should establish so-called office of Land Management (O.L.M.) to manage the land comprehensively. (3) We should think renovation of cadaster as well as Multipurpose Cadastre. I think that since renovation of cadaster can solve a lot of problems and it can contribute to the development of Cadastral Administration.
