This study empirically analyzes the impact of the September 13, 2018 comprehensive real estate tax hike on the prices of apartments with more than 1,000 units in Seoul. Difference-in-Differences (DID) method was utilized to identify the impact of the increase in the tax burden of multifamily housing on house price changes.
The comparison between the experimental and control groups confirms that neighborhoods with a high volume of ex-rental transactions are more likely to have a high number of multifamily units, and that house price growth in the experimental group was more suppressed than in the control group after the increase in the ad valorem tax. This suggests that the increase in the exit tax has a suppressive effect on house price growth. Furthermore, when analyzing the top 10 districts, the bottom 15 districts, speculative districts, and speculative hotspots for apartment prices by region, we found that the effect of the increase in the stamp tax varied by region.
In particular, the suppression effect of the stamp tax was stronger in areas with higher prices, while a rebound was observed in some speculative hotspots. This emphasizes the need to consider regional characteristics when formulating policies. For further robustness analysis, we divided the experimental and control groups into the top 40%, bottom 60%, and top 20% of the population, and found that house price growth in the experimental group was more restrained than in the control group after the tax increase. The quarterly analysis showed that house price growth was suppressed until the first quarter of 2019, but then tended to rebound.
This suggests that the increase in the death tax is effective in suppressing house prices in the short term, but has limited long-term effects. It also suggests that the price suppression effect occurs when consumers perceive the tax rather than when the policy is announced. In conclusion, the results suggest that the increase in the death tax contributed to stabilizing house prices in the short run, but that it needs to be combined with other regulations and support for real consumers to have a lasting effect.
However, the difficulty of distinguishing between multiple homeowners in the experimental group and the limitations of the supply-side analysis raise the need for further research, which could contribute to more sophisticated policy design and measures to stabilize the housing market.
