지적재조사사업의 추진현황과 개선방안 연구

지적재조사사업의 추진 현황과 제도·기술적 개선방안을 검토했다.

본 연구에서는 현재까지 추진되고 있는 지적재조사사업에 관한 기초 현황 분석을 토대로 문제점을 도출한 후 장기적 관점에서 개선방안을 제시해 보고자 하였다. 연구에서 도출된 문제점으로 현재 지적재조사사업의 진척률은 36.3% 정도로 사업 기간이 5년 정도 남은 시점을 고려한다면 사업기간 내 마무리의 한계가 있는 것으로 나타났다. 그리고 책임수행기관 도입에 따른 업무분담 비율의 지속적 조정 요구 및 지적재조사측량수수료의 현실화가 부족한 것으로 분석되었다. 또한 지적재조사사업을 통해 새로이 만들어지는 지적공부는 2차원적인 성과로 3차원을 지향하고 있는 정보화 환경변화에는 부합하지 않는 문제점을 도출하였다. 이에 대한 개선방안으로 첫째, 사업기간의 연장과 전 국토로의 확대 추진을 제안하였다. 둘째, 지적재조사 추진 체계의 강화 및 재조사측량수수료에 대한 타 측량종목과 비교를 통해 균형성 있는 수수료가 책정되어야 함을 제시하였다. 끝으로 지적재조사사업이 최종적으로 완료되었을 때 사회적 정보화 환경변화와 국민의 눈높이를 맞출 수 있도록 2차원 지적에서 3차원 지적으로 전환할 것을 제시하였다.

This study aimed to identify problems based on an analysis of the current status of the cadastral resurvey project and to propose improvement measures from a long-term perspective. One of the problems identified in the study is that the current progress rate of the project is approximately 36.3%, and considering that there are about 5 years remaining in the project period, it appears that there are limitations to completing the project within the project period.

Furthermore, it was analyzed that there is a lack of demand for continuous adjustment of the work division ratio following the introduction of the responsible organization system, and a lack of realistic adjustment of cadastral resurvey surveying fees. In addition, the cadastral records newly created through the project were found to be two-dimensional results that did not align with the changes in the information environment, which is aiming for three dimensions. As a measure to improve this, first, it was proposed to extend the project period and expand it to the entire country.

Second, it was suggested that the cadastral resurvey implementation system be strengthened and that surveying fees should be set at a balanced rate through comparison with other surveying categories. Finally, it was suggested that the cadastral system be transitioned from a two-dimensional cadastral system to a three-dimensional cadastral system to meet the changing social information environment and the public’s expectations when the cadastral resurvey is finally completed.
