This study was intended to compare Ansan and Boondang, two typical new towns, based on the 4 indices of town self-sufficiency, such as employment, education, living · convenience, and transport, in order to suggest a plan for the enhanced self-sufficiency of new-towns in the Metropolitan area.
Ansan was designed to be built in consideration of its industrial location, while Boondang for the purpose of decentralizing the population of the Metropolitan area. New towns have had problems because they had been focused on housing supply for quantity, rather than developing self-sufficient and self-supporting towns, in a process of political decision-making and working-out plans for new town construction. Thus, new towns have not guaranteed that people shall be given great opportunities to work for self-sufficiency, much less the functions of living & working facilities, and, have been reduced to bed towns for Seoul and its outskirts.
As a result, first, it is found that Ansan has the higher self-sufficiency of employment than Boondang according to the percentage of industrial workers. Second, for the self-sufficiency of education, Ansan has the more strong self-sufficiency than Boondang because Ansan has had interdisciplinary cooperative systems which links industrial area to university programs. Third, both towns have had similarity in the self-sufficiency of living · convenience, but Boondang has the urban structure based primarily on service industry, the 3rd industry, according to selling establishments index, relative to Ansan.
Fourth, what is important is external traffic in the office-going hour band for the self-sufficiency of traffic. Because the traffic is proportional to whether or not a town has an industrial basis, which ensures the self-sufficiency of a town. The reason that Ansan is found to have had the higher self-sufficiency than Boondang is that two indices of self-sufficiency, education and employment, are higher for Ansan than for Boondang. To ensure the self-sufficiency of a new town, first, it is necessary to plan a comprehensive development suitable for local features and attribute.
For the development plan for local features and attribute, the government is required to attract public agencies, as well as other public organizations associated to the strategic industry, to the potential new town area as a part of the development strategy. Second, it is necessary to promote a highly-developed educational environment. Since the population, the root of self-sufficiency of a town, tends to be increased because of education self-sufficiency, land development plan must be considered primarily for educational environment in the planning process of a town. Third, it is necessary to enhance self-sufficiency function by diversifying a model of development.
That is, new towns must be developed in terms of rearrangement of the Metropolitan area through overall decentralization of its functions, not in terms of temporary political countermeasures such as building residential area for the Metropolitan. Fourth, it is necessary to pay attention to location selection based on traffic problem in the early process of planning. Particularly for the Metropolitan area, investment and financial resources must be obtained in order to solve traffic problem, if any, after making good traffic plans with a review of traffic requirements and road conditions thoroughly.
Finally, it is necessary to take various measures for the improvements of inflow policy of industry and the population. It must be made comprehensive plans, including living facilities, cultural institutions, appropriate traffic plans and good educational facilities, to encourage the inflow of the population from the middle and higher class and lead the long-term development. Beside, more realistic and reasonable back-up systems must be arranged for the part of resident businesses. It takes enormous investment for a policy of new town development because the development is supposed to make the living grounds for tens of thousands to hundreds of thousands of people.
So, in order to make a good development plan for the potential residents, it is required to examine and analyze the present standards and lifestyles completely as well as the living conditions of the future, based on the problems shown in the new town
