국립공원 내 주민불편사항 해소 및 공원정책지원 추진방안에 관한 연구

국립공원 내 주민 불편을 살피고 공원정책 지원 방안을 제시했다.

While many countries have adopted a policy of parks as public institutions, Korea's policy has it that parks are nationalized institutions by local area, which are selected and managed based upon limited public access, and thus, it has causes discomfort to the residents inside the park areas. Therefore, this study is aiming at examining the inconveniences of the residents inside parks and the present state of the visitors to national parks and coming up with solutions to reduce the inconveniences and support their life.

The results of analyzing the inconveniences of the residents inside parks show that the inconveniences are caused by 'strict control on developments,' 'decrease in land price and living environment lagging behind,' 'wrong designation by the authority,' 'continunous conflicts between property rights and park's management rights,' 'gaps in living environment due to the restricted development area,' 'ambiguous licensing standards for national parks and dualistic procedures,' 'lack of promotion in case of relieved licensing standards,' 'uniformed approval standards,' and 'possible bureaucratic administrations,' etc.

In the meantime, the results of the current state of visitors show that they have high level of awareness of the laws on national parks and natural parks, but they hold negative views on the charges for national park restoration. Therefore, this study suggests solutions to reduce inconveniences of the residents inside parks and support their life as follows: First, the central government and national park corporation take charge of the overall management of national parks, but they allow interventions from local governments. Second, there should be improvements in approving uses by specific area and opening and running stores in the procedures of licensing and approving national parks.

Third, supports should be given for the infrastructures for residents' living, increase in residents' income and residents' common resources. 세계 여러 나라에서는 영조물적 공원제도를 채택하고 있는데 반해 우리나라에서는 공공제한을 근거로 지정·관리하는 지역제 국립공원제도를 채용하고 있어 공원구역 안 지역주민의 불편이 계속되고 있다. 이에 본 연구에서는 국립공원 내에 거주하는 주민들의 불편사항과 함께 국립공원 탐방객 이용 실태를 구체적으로 확인해봄으로써 국립공원 내 주민들의 불편을 해소하고, 그들의 삶을 지원할 수 있는 방안을 도출해내고자 함에 목적을 두었다. 국립공원 내 주민불편사항을 분석한 결과 ‘개발에 대한 강한 규제로 인한 불편’, ‘지가 하락 및 낙후된 생활환경으로 인한 불편’, ‘관리기관의 잘못된 지정으로 인한 불편’, ‘재산권과 공원관리권 간의 계속된 논란으로 인한 불편’, ‘용도지구에 따른 생활환경의 격차로 인한 불편’, ‘국립공원 인허가기준의 모호와 이원적 절차로 인한 불편’, ‘인허가기준 개선 시 홍보 부족으로 인한 불편’, ‘일률적인 허가기준으로 인한 불편’, ‘탁상행정의 가능성으로 인한 불편’이 있는 것으로 나타났다.

탐방객 이용실태를 분석한 결과 ‘탐방객의 국립공원, 자연공원법 등에 대한 인식 수준은 높으나 국립공원 복원부담금에 대해서는 부정적인 시각을 가지고 있는 것’으로 나타났다. 이에 국립공원 내 주민불편해소 및 주민지원추진방안으로 첫째, 국립공원 전반에 대한 관리는 국가와 국립공원관리공단이 맡되 자치단체의 참여가 이루어지도록 할 것 둘째, 국립공원 인허가 과정에서 용도지구별 허용행위와 점·사용 허가절차를 개선할 것 셋째, 주민생활 환경기반시설과 주민 소득증대, 주민공동재원 형성을 지원할 것을 제시하였다.
