This study investigates the unregulated development of small-scale distributed solar power facilities in non-urban areas, focusing on P City, Gyeonggi-do, and explores urban planning management strategies to mitigate these issues. While the expansion of renewable energy has led to a rapid increase in small-scale solar facilities, the current development permit system fails to effectively control the geometric form of land parcels and spatial losses, resulting in unregulated development and blind spots in disaster prevention (Kim, 2023; Jung, 2020).
To empirically analyze this, the study collected data on all 64 solar power development permits approved in P City over the past two years, investigating topographical environmental characteristics and infrastructure conditions (Paju City, 2024). The samples were grouped into seven standardized area categories to ensure statistical representativeness, and 21 types of standardized control models were designed to objectively measure structural vulnerability. The analysis reveals that 76.6% of the existing permitted sites are classified as "irregular parcels," which impair land-use efficiency.
Specifically, physical vulnerabilities such as topographical undulations and narrow access roads expose these sites to disaster risks, including flooding and slope failure during heavy rainfall (Lee et al., 2021; KSCE, 2023). To overcome these limitations, this study proposes a phased guideline to integrate and control small-scale solar facilities within a formal urban planning framework: First, an "Urban/County Management Plan" system should be introduced to consolidate multiple irregular parcels into a single planning zone, thereby preventing unregulated development and ensuring systematic disaster prevention infrastructure (Ministry of Land, Infrastructure and Transport, 2024).
Second, "Land-use Conflict and Disaster Safety Management Standards for Border Areas" should be established in the local urban planning committee guidelines, utilizing the study's control models as spatial guidelines (Gyeonggi-do, 2023). Third, a "Joint Urban Planning Facility Designation System" and associated incentives should be introduced to relocate individual parcel roads and buffer zones to the periphery, maximizing spatial efficiency (Kim, 2023; Lee et al., 2021).
Finally, a institutional procedure must be established to pre-assess disaster vulnerability and conflict potential during the "Implementation Plan Approval" stage (Article 88 of the National Land Planning and Utilization Act), and to verify the effectiveness of on-site layout and smart disaster response systems during the "Completion Inspection" (Article 98) (Ministry of Government Legislation, 2026). The phased management strategies and control models proposed in this study are expected to serve as a practical foundation for local governments to improve solar power facility review guidelines and establish safer, more resilient administrative standards to prevent unregulated development.
