Local government have to aggressively promote regional development based on their native intellectual properties in order not only to establish the cultural identity of individual regions but also to revitalize local economy.
The reason is that the industrialization based on native intellectual properties is the most proper means that they can maintain the identify and uniqueness of their regions by restoring their traditional culture under the standardization of culture which is one of the characteristics of globalization and open up the global market by creating a high value-added industry with our traditional culture and other common cultural heritages in a situation that the resources are short and every sector is not evenly competitive.
Unfortunately, it is true, however, that most of local governments do not have a correct, detailed grasp of native intellectual properties such as specialties, animals and plants as well as the cultural heritages produced and inherited in their regions. Even most of the resources developed do not reflect the unique and distinctive elements of each region. No resources have been developed under proper brands and accordingly have not functioned properly as a high value-added product. The reason for this situation is that the local governments do not have a proper understanding of the importance of the development of the native intellectual properties.
This study was conducted, therefore, to work out possible plans to revitalize the local societies by making good use of native intellectual properties. In this study, Youngju City was selected as the sample of a local government. The study attempted to find any suggestions from the cases of successful development of such native intellectual properties made in Korea and other foreign countries, in order to investigate, exploit, assess, and choose the resources of native intellectual properties and analyze the present state of industrialization, rights and marketing in connection with them.
Base on the results obtained from this sttempt, the present states of using the native intellectual properties was analyzed through literature examination, field survey, and interviews with those concerned, and the following suggestions were derived. First, systematic investigation of the native intellectual properties within each region should be made to develop products, gain property rights and create high value added, using resources, including regional cultural heritages.
Second, it is needed to establish a special agency that will assume full charge of investigation, exploitation, assessment, choice and commercialization of the native intellectual properties for effective development of them. Third, the brand of products should be realized to expand the market share of the resources of native intellectual, properties and to create high values added with them. Fourth, distinctive products should be created in order for the resources of native intellectual properties to hold a dominant position in position in competition with other products and yield a higher value of investment.
Fifth, it is necessary to secure the rights to the native intellectual properties to secure the property rights to resources already developed and intellectual properties to be developed. Sixth, the distribution structure must be improved and the distribution network must be established to secure the market of the resources of native intellectual properties, and the tourist infrastructure must be expanded to raise the attractiveness. Seventh, it is needed to developed a staying type of tourist product to revitalize the local economy with tourist attractions.
Eighth, public activities should be intensively developed to make intellectual property known well, so that the market for the resources of native intellectual properties can be gained and the consumers can get information easily. There are many cases that some local government has been promoting or implementing investigation, commercialization and right acquisition of resources within their regoins after understanding the importance of the native intellectual properties, and other local governments are developing the native intellectual properties as a part of profitable projects. This study is somewhat incomplete as its scope was limited to the Youngju area without covering other areas.
But it has a significance in that it presented the suggestions to use the native intellectual properties within the Youngju city, and it is expected to offer many alternatives concerning the development of native intellectual properties in the future.
