주택청약제도의 문제점을 분석하고 시장 변화에 맞는 개선방안을 제시했다.

The purposes of this paper are to analyze the Korean housing subscription system and to suggest the institutional improvement considering the changes in housing market. The results show that the ``Housing Subscription System`` which had been imposed under the circumstance of excess demand for housing is not compatible for current market condition. In particular, the subscription points have added excessive points to houseless who mostly cannot purchase new apartment due to their financial deficit, resulting in distortion of new housing market.

On the other hand, the government has introduced comprehensive subscription deposit in order to invigorate subscription deposit and to support National Housing Fund. As a result, two systems might be conflicted with each other causing that households applying for new houses are likely to end up in financially lacked or stochastically deprived. Therefore, I suggest that the subscription point should be flexible in dealing with market situation. In addition, the subscription deposit account should be focused on public housing.
