용도지역제에 의한 경관관리 개선방안에 관한연구 : Smart Code의 적용을 중심으로

용도지역제와 지구단위계획을 활용한 경관관리 개선 방안을 연구했다.

본 연구는 우리나라의 개선된 경관관리를 위해서, 현재 우리나라 지구단위계획의 세부관리지침 제시를 통한 구체적이고 체계적인 방안 모색을 목적으로 한다. 우리나라는 주민들의 삶의 질에 대한 의식수준이 높아짐에 따라 기존의 의식주 수준 생활에 만족하지 않게 되었으며, 또한 경관과 환경 분야에 많은 관심을 가지게 되었다. 이에 경관관리의 중요성을 인식하고 경관법을 제정하게 되었다. 그러나 경관법이 제정됨에도 불구하고 현재까지 법률간의 상충 및 경관계획의 위계성, 경관정책의 일관성 결여 등과 같은 문제들이 개선되지 않고 있다. 따라서 이러한 문제인식을 바탕으로 지구단위계획수립지침적 성격의 세부관리지침을 제시하여 개선된 경관관리 방안을 찾고자 한다. 이는 경관관리에 대한 유형화 및 체계화된 구체적인 사항의 적용이 필요하다는 관점으로 끝난 연구들과 달리 직접 Smart Code의 구조를 차용하여 우리나라 제도와 융합을 통해 직접적으로 경관관리 개선방안을 제시하였다. 첫 번째, 용도지역제와 경관관리에 대한 현황·개념·한계점에 대해서 알아보았으며, 전문가 51명을 대상으로 경관법과 경관관리에 대한 인식조사와 경관관리의 문제 및 개선방안을 조사하였다. 분석 결과 전문가들은 2007년 경관법이 제정되었음에도 불구하고 실효성에 대한 문제가 발생하고 있다고 조사되었다.

또한 법·제도, 계획체계, 토지이용, 물리적 환경문제 등 경관관리에 대한 문제가 심각한 상황으로 조사되었으며, 개선방안으로 토지와 경관을 동시에 고려한 구체적인 세부관리지침이 필요한 것으로 조사되었다. 두 번째, Smart Code의 구조를 적용하기에 앞서서 선행되었던 전문가 설문결과를 토대로 11명의 전문가 심층면접을 실시하였다. 전문가 심층면접을 통하여 Smart Code의 적용과 범위와 구체적인 기준설정, 경관관리 체계상 효율적인 관리의 위치에 대한 내용을 조사하였다. 조사결과 지구단위계획 수립 지침상 구체적인 가이드라인의 제시가 필요하며, 중앙부처에서 큰 틀을 설정하고 더욱 구체적이고 세밀한 사항은 지자체의 제시를 통하여 지역의 정체성을 극대화 시켜야 한다고 조사되었다. 또한 개발 사업에 있어서 지역커뮤니티와 어메니티의 보호가 필요하고 개인의 사유권 보장을 위한 인센티브제 도입의 필요성이 있는 것으로 조사되었다. 세 번째, Smart Code의 구조를 적용한 경관관리 개선방안으로 현 용도지역제를 Transect에알맞게 적용하여 융합하였다. 그리고 Transect를 기본으로 세부관리지침을 설정하여 구체적인 가이드라인의 큰 틀을 제시하였다. 그리고 Transect와 세부관리지침과 함께 경관관리에 있어서 개발사업자 및 개인의 사유권 보장을 위한 인센티브의 방안을 제시하였다.

이는 경관관리 개선방향 전개의 초석이 되는 연구로서 큰 의미를 갖으며, 우리나라 경관관리가 지향해야 할 장기적인 방향을 설정해 나감에 있어서 향후 본 연구를 토대로 경관관리 측면에서 새로운 지표로서 활용되리라 판단되는 바이다. The purpose for this research is to improve Korea’s landscape district-unit planning by suggesting the three constructive plans. As the living quality has improved the residents’ satisfaction and expectation grew also. Not only that, they become more interested in landscaping. Therefore, I recognized the importance of the landscape management to make better improvements. However, although landscapes law was legislated, still noting sort out problems which are like contradiction between laws and a grade of rank for landscape plan, inconsistent scenery policy so far.

Thus based on the problems awareness, try to seek ways of scenery management with suggestion details care guideline of district-unit planning guideline character. This is propose improving plans of scenery management in direct with an amalgamation of Republic of Korea system and a structure of borrowed smart code unlike when researches just finished up a point of view such as a forming of scenery management and needs for application of specific matters.

First of all, I investigated about present condition, idea, the critical point toward zoning and scenery management, moreover searched for survey of realization as well as problems, improving plans about the scenery management and the landscape law targeting 51 experts. The analysis showed a problem from the effectiveness even though the landscape law was legislated in 2007. In addition, there is serious situation in scenery management issue about law, policy, planning system, land-use, and physical environment problem etc.

also surveyed as a way for improvement, it is necessary to have some concrete details management guidelines that is considered between land and landscape in the same time. Secondly, I carried out in-depth interview on the basis of 11 experts prior to applying the structure of Smart Code. Through the in-depth interview with experts inquired into contents about application, range, and definite set standard of Smart Code and the position of efficient care on landscape management structure.

According to the survey results, leads to show specific guideline district-unit planning guideline and identity of the area should be maximized through set-up a big outline from the center government department and detailed matters from local government. Furthermore need to protect local community and amenity for development work and adopt the incentive system for the security of the right of private property. Lastly, I integrated current use zoning in application on Transect suitably. And arranged a large shape of detailed guideline in settled down details management guidelines based on Transect.

Then on that landscape management suggested incentive plan with Transect and details management guidelines for the security of the right of private property and development workers. This is all huge significant research to be a foundation of direction for better landscape management and on that point that our landscape management becomes to set up long-term strategy, I judge hereafter the landscape management will be able to use for new indicator on the basis of this study.
