초록
영문초록:Aspiration for the qualitative pursuit of abundant life and housing has triggered demand for suburban housing, and in accordance with this preference, diverse forms of suburban housing have recently been individually built or developed in the type of complex in the suburban area. But as less than 20 units are mostly developed, and it is evaluated that they lack living facilities within the complex due to the lack of wellbeing facilities compared to residential convenience inherent in detached housing.
It has been pointed out that they are responsible for causing unplanned development in the non-urban area unequipped with separately planned facilities, especially in the suburban area including the semi-agricultural and forestry district, by damaging the natural scenery and the adjacent natural environment located in the suburban housing and nature-unfriendly development.
Therefore, this study was intended to identify the actual condition of suburban housing complex development and present a new development scheme and progressed in the following way:First, this study attempted to elicit useful suggestions for future suburban housing development by defining the concept of suburban housing through all kinds of literature and investigating the market trend and demand characteristics. Second, it sought to investigate the actual condition of recent suburban housing complex development and consider its improvement plan.
Third, it attempted to investigate the development cases of block-type detached housing complex of the housing land development district, a new type of recent suburban housing complex development and present a new direction for suburban housing complex development project. This study attempted to define the concept of suburban housing as permanent residence in low-density detached or apartment housing of less than three stories capable of pastoral life within the commuting distance from one hour to one hour and 30 minutes from the central city. And it characterized its residents as those having the workplace in the urban area or experience in urban residence.
According to the result of the recent survey conducted by the Housing Industry Research Institute, those living in cities had the strong disposition to move to the suburban area to have clear air and country-like pastoral life. They had the highest preference for distance within the driving time of two hours. In addition, it was found that the lack of the means of transportation and living conditions was the greatest difficulty of suburban housing.
But the current problem of suburban housing complex development included the smallness of the project agent, the problem with the transfer of ownership, the avoidance of permission for the project plan through the combined development method, the lack of living amenities and infrastructures, the destruction of the natural environment and the like.
To improve these problems, this study attempted to the following improvement plans: practical use of mountainous areas and hills; joint development of suburban housing through the consortium between business firms; cultivation of the cultural village and practical use of the golf course; development of the block-type detached housing land and the like.
Among other things, this study attempted to investigate the case of block-type detached housing development within the housing development district in which the civil developer has recently been selected through the public offering of the public-private joint project from the structure of the project, the progress of the project and the subsequent marketing plan. Especially, prior demand research showed that consumers had the very preference for environment-friendly housing complex within the housing development complex. Thus, this study presented that this development method would be the optimal development model of the future suburban housing complex development project.
The advantages of this development method can be summarized as the following three. Its first advantage is the suburban housing complex. The block-type detached housing land is not classified as the separate lot, and the block of optimal size is supplied as one unit of development. This makes the preparation of the large-scale complex and efficient management possible.
It is possible to consider the development of the residential housing complex of advanced-country type through the installation and use of infrastructure such as the access road, parking lots, public utilities such as water pipe, electricity, gas and the like, and common facilities such as management office, children's playground, environment-friendly space, community facility and the like. Second, it is possible to maintain the quality of life as in cities as infrastructures can be used within the housing development district.
Therefore, it has excellent accessibility to cities as it is located near shopping establishments and educational, medical and administrative facilities and well equipped with road and traffic infrastructures. Third, it is possible to induce big firms to participate in the market through the stable project structure. The greatest reason for big firms to have been unwilling to participate in the development project of detached housing complex in the past was the burden of the risk related to the development project.
The public-private joint project method within the housing land development complex can alleviate the risk related to the project as all the investors jointly bear all the risks related to the development project including fund-raising by forming the consortium taking on the character of having equity in it. Accordingly, it can be said that this project structure has a very great possibility as it is a new business model that can induce the big firms with excellent well-established brand to take an active part in it and improve the sales of housing because of the reliable brand of the public corporation
