지적불부합지정리 사업을 위한 재원조달 방안에 관한 연구

지적불부합지 정리사업의 재원조달 방안을 제시했다.

지적불부합지정리 사업은 많은 인력과 장비, 예산 및 상당한 기간이 소요되는 국가적인 사업이다. 이를 위해서는 무엇보다도 예산의 안정적 확보를 위한 재원조달 방안이 마련되어야 효율적이며 성공적으로 사업을 추진할 수 있을 것이다. 따라서 지적불부합지정리 사업의 합리적인 중ㆍ장기 재원조달 방안을 마련하기 위하여 단계별 사업 추진에 따른 점진적이고 국민의 저항을 최소화 할 수 있는 재원조달 방안을 제시하였다. 단기적 재원조달 방안으로 지적공부관련 수수료와 지적측량수수료, 토지관련 수수료의 기금화를 제시하였고, 중ㆍ장기적 재원조달 방안으로 국ㆍ공채 발행, 공적자금, 지적재조사세, 토지복권제도를 제시하였다. 또한 공기업 투자 및 민간자본의 활용 방안을 제시하였다. 사업의 비용 분담은 중앙정부와 지방정부차원과 재정자립도에 따른 차등 부담 방안을 제시하였다. The cadastral non correspondence arrangement is a national project that tries up a lot of workers, equipment, budget and time. First of all, we should get effective fund raising methods for the stable funds to push ahead a successful project.

Therefore, in order to provide rational mid-long term fund raising methods of cadastral non correspondence, we have presented effective fund raising methods that are gradual and minimize people's resistance according to the successive project promotion. As short-term ways, we have suggested raising cadastral record book fee, cadastral surveying fee and land-related fee. As mid-long term ways for raising fund methods, we have presented drawing notional and public bonds, public funds, cadastral resurvey tax and land lottery systems. Also we have suggested public enterprise investment and usage of private capital.

The cost allocation has been shown with different percentage between government and local government, and the self-reliance ratio of local financial independence.
