지목을 활용한 지역특화산업 분석에 관한 연구

지목정보를 활용해 제주 지역의 특화산업과 토지이용 방향을 분석했다.

토지이용ㆍ개발 및 토지관리는 토지이용의 중요성이 부각되면서 강조되어 왔다. 따라서, 본 논문에서는 지목정보를 활용하여 지역경제 성장 및 활성화를 위해 제주도지역을 대상으로 특화된 지목을 찾아내어 지역경제가 발전할 수 있는 방향을 제시코자 한다. 통계적 분석은 입지계수방법을 이용하였으며 관련 데이터는 1995년, 2000년, 2005년의 연간 지적통계연감 데이터를 사용하였다. 통계적 결과를 통한 제주특별자치도 경제 활성화 방향은 다음과 같다. 첫째, 제도적 관점에서는 토지이용에 대한 다양한 규제를 폐지 혹은 개정하고, 각 기관별 지목관련 정보를 공유하고 활성화시켜야 한다. 둘째, 경제적 관점은 특화정도가 높은 지목을 활용하여 성장거점형 토지이용으로 특화를 시켜야 하며 높은 토지이용에 비해 상대적으로 토지이용이 낮은 지목은 균형발전 차원에서 토지 이용을 유도토록 하여야 한다. 셋째, 사회문화적 관점에서는 지역발전을 위해 체계적으로 인적자원을 육성하고 여러 지목사이에서 사회문화산업으로 특화된 지목정보를 활용하여 문화자원 정비 및 문화산업단지 조성, 스포츠 연관 산업의 육성 등에 대한 활성화 방향이 장기적인 지역발전 차원에서 고려되어야 할 것이다.

Development and management of land use has been emphasized in order to be aware of the importance of land use. Thus this paper introduce that method to revitalize development of regional economy through location quotient was used land category information for improvement and growth of Jeju special province. Data to use statistic analysis was used land category of annual report of the cadastral statistic data in 1995, 2000, 2005. Schema for revitalization of economy of Jeju special province by analytic result are introduced.

Firstly, institution aspect is needed that various regulation relative to land use should be removed or revision as well as information of land category from each organization could be sharing and revitalization. Secondly, economic aspect is to lead to specialize land use for growth connection using amusement grounds; high rate of regional specialization relative to other land categories. Low land categories relative to other high rate one could be harmonized with balanced development of regional purposes.

Thirdly, cultural aspect should considered that the capacity building will bring up and special area of cultural industry will plan using school, historical spot, training spot among land categories to improve an enhanced regional development.
