지자체 공간정보체계구축의 경제적 타당성 분석 연구

지자체 공간정보체계 구축 사업의 비용편익과 경제적 타당성을 분석했다.

현재 공간정보체계구축 사업 투자 효율성과 경제성에 대해 정확하고 과학적인 계량적 평가가 제대로 이루어지지 못하고 있는 실정이다. 외국의 경우 주 또는 국가 전체에 적용될 수 있는 공간정보 비용편익분석을 시도하였으나 국내의 경우 지방자치단체 자체적으로 정성적 분석이 이루어지고 있으며, 정량적 분석이 가능한 비용편익분석이 거의 이루어지지 못하고 있다. 본 연구는 수치지도 제작, 도로 및 지하시설물 DB 구축 과정상의 소요예산, 편익, 경제적 타당성을 분석하여 공간정보체계구축의 비용편익분석 체계를 마련하고, 국가 및 지방자치단체로 하여금 연구 결과를 적용하여 관련 사업에서 가장 큰 순편익(net benefits)을 제공해 주는 대안을 제공하고자 한다. 연구 성과를 활용하여 규격화된 평가기준을 확립함으로써 지자체 공간정보체계구축의 효율성을 증대시킬 수 있고, 비용편익 분석을 통해 공간정보체계구축의 타당성 및 경제성을 명확하게 밝힘으로써 지자체별로 공간정보체계구축사업을 수행할 것인지에 대한 근거 및 비효율적인 사업의 취소나 축소 근거를 제시할 수 있을 것으로 기대된다.

These days accurate and scientific evaluation on efficiency and economic feasibility of investment on spatial information system building business is not properly achieved. Foreign countries attempted spatial information cost-benefit analysis which can be applied on states or the whole country. Meanwhile in our case, local governments themselves carry out qualitative analysis without the cost-benefit analysis which makes quantitative analysis possible.

This study aims to analyze numerical map making, budget on road and underground facility DB construction, benefits, and economical validity to propose means that provide the biggest net benefit among related businesses by applying the research result by the country and the local governments. Making use of the research outcome, efficiency of local governments’spatial information system building can be increased by establishing standardized criteria.

Also by using cost-benefit analysis it makes clear the validity and economic feasibility of spatial information system building so the local governments can present basis on whether they will carry out spatial information system building business, and on the canceling or downsizing inefficient businesses.
