Since 1960's many slum areas have been formed due to the rapid urbanization, while a variety of redevelopment policies have been implemented. However, as we greet a new century, the shortage of housing is improving remarkably, and people's perception of the urban environment is changing to attach higher importance to the environment. After all, we need to not only improve the slum areas but also solve people's socio-economic problems. In other words, the conventional slum area redevelopment system should give way to a new approach.
With such basic conceptions in mind, this study is aimed at addressing the conditions and problems of the slum area redevelopment program, suggesting some reform measures for the slum area redevelopment in response to the changing environment. The housing redevelopment projects which began to be implemented since 1960's have contributed much to removal of the illegal poor houses in the urban areas, while serving to supply more houses, enhance the functions of housing zones, improve the urban landscape and prevent natural disasters.
Moreover, as the residental environment improvement projects were introduced in 1989, the illegal shacks occupying the national or public land began to be removed only to enhance the urban landscape, while helping the lower-income people to have their own houses and thereby, improving their welfare which had been neglected in the national development programs. However, such redevelopment projects have not been implemented consistently, because they were specified by such individual codes as Urban Redevelopment Act and Act on Temporary Mesures for the Improvement of Dwelling and Other Living Conditions for Lower-Income Urban Residenets.
Moreover, although the projects were designed to recover the functions of the entire city and improve lower-income people's welfare, they were implemented for people's individual interests. As a result, they were not in harmony with the urban plans, while the development profits returned to private land owners. In addition, the projects were accompanied by various problems: reduction of lower-income people's residential area, uniform or unflexible redevelopment, etc. In contrast, advanced nations' poor residential area redevelopment projects are not simple physical renovation but are accommodating a variety of social welfare programs.
In short, they use comprehensive approaches in order to solve people's socio-economic problems. Moreover, the public authorities take charge of such projects by linking them with urban plans, housing policy and welfare programs effectively. Hence, in order to reform the poor residential area redevelopment system, the current housing-centered policy should be replaced with an urban policy to increase the public interests, improve lower-income people's socio-economic conditions, rationalize the implementation of the projects and protect the residents' interests.
In this regard, the following reform measures have been put forwards; First, in order to prevent a confusion of the relevant codes and pursue a consistent policy, the basic codes or Urban Redevelopment Act and Act on Temporary Mesures for the Improvement of Dwelling and Other Living Conditions for Lower-Income Urban Residenets should be integrated. Second, it is necessary to reinstate the aspect of urban plan and plan the space in a more efficient way. Third, in order to help people own their houses, the poor residential area redevelopment projects need to be linked with general social welfare programs and public housing policy for lower income people.
Fourth, it is essential to solve tenants' problems, while inducing people to participate in the projects. Fifth, in order to enhance the professionalism of private housing cooperatives, the consulting system needs to be institutionalized. In addition, it is deemed desirable to expand the public interests and finance the redevelopment projects more effectively. It is believed that the above reform measures will be useful to th urban rearrangement of a new paradigm in the 21st century. All in all, the public interests and people's welfare should be reflected in the urban redevelopment projec
