우리나라의 都市開發計劃에 관한 硏究 : 東豆川市를 中心으로

동두천시 도시개발계획의 문제점과 개선 방안을 연구했다.

본 硏究의 目的은 都市開發計劃의 槪念的 맥락하에서 현재 東豆川市의 도시개발계획에서 드러나고 있는 문제점을 分析하고 좀더 합리적인 도시개발이 이루어질 수 있도록 代案을 제시하는데 있다. 특히, 동두천이 도시개발을 推進하는데 있어서 나타난 문제를 토대로 改善方案을 제시하였는데, 먼저 都市開發에 따른 問題를 살펴보면 다음과 같다. 첫째, 新市街地 개발과 대규모 宅地開發事業 등 급속한 개발의 進行으로 논과 들이 아파트 단지로 탈바꿈되어 동두천시가지가 무미건조하고 삭막한 空間으로 정착 될 수 있다는 점이다. 둘째, 동두천을 비롯한 경기북부지역이 각종 規制法規에 거미줄처럼 걸려 重複規制와 上位法에 맥을 못 추는 등 重疊規制로 지역발전의 制約이 많다는 점 셋째, 미군기지, 신천, 국도3호선에 의한 都市兩分化 구조로 균형적 도시개발을 沮害하고, 동ㆍ서축이 산악으로 둘러 쌓여 도시규모 확장의 어려움을 갖고 있다. 넷째, 土地利用에 있어 상업용지의 비효율적 지정과 군사시설보호구역 및 공여지 지정에 의해 도시개발에 많은 制約을 받고 있다. 다섯째, 도심을 통과하는 교통혼잡과 동서간 연계성이 微弱하고, 피혁ㆍ염색단지 등 공해배출업소의 난립으로 환경오염과 수질오염의 문제를 안고 있다. 여섯째, 常習水害地域이라는 인식과 주민의 불안심리 여기에 상수원의 汚染과 물 공급이 원활이 이루어지지 못하고 있다.

일곱째, 이러한 도시개발 수요를 감당하기 위해서는 財源의 확보가 매우 중요하다. 그러나 동두천시 2001년 총예산액은 106,214백만원이며 재정자립도 역시 매우 낮은 수준으로 99년 말 48.10%로 도내 평균 69.14%에 크게 못 미치는 열악한 財政自立 상태를 보이고 있다. 이러한 문제들을 해결하기 위해 다음과 같은 대안을 제시하였다. 첫째, 무분별한 신시가지 조성보다는 住民需要에 부합하는 문화시설, 교육시설, 위락시설 등과 같은 사회개발 시설을 먼저 고려한 개발로의 전환이 필요하고, 地域의 균형발전을 도모하기 위해 此後 사용할 수 있는 土地를 확보해 두어야한다. 둘째, 상위법인 首都圈 整備計劃法을 수정·보완하여, 接境地域의 효율적개발을 유도하고 지역발전을 유도해야한다. 셋째, 미군기지는 국가안보상 戰略的 役割을 담당하기 때문에 基地의 이전은 현실적으로 어렵다. 하지만 美軍基地가 地域中心에 위치하고, 분산되어있어 동두천시의 효율적 토지이용과 현재 당면하고 있는 문제를 해결하기 위해서도 기지를 통합·축소하는 方向으로 유도해 나가야 할 것이다. 넷째, 동두천 中心시가지를 관통하는 신천의 정화문제와 수질오염, 원활한 식수공급을 확보하기 위해 피혁·염색단지 등이 입주되어있는 신천 주변의 산업단지의 철저한 관리ㆍ감독이 이루어져야 한다.

또한 물 수급이 불안정한 동두천 地域은 농사나 지역산업에 필요한 물 공급 대책을 마련해야하며, 농지의 물을 확보하기 위해 지하수 개발로 지하오염을 유발하기보다는 기존 저수지를 浚渫하여 물의 담수를 높이는 방안이 강구된다. 다섯째, 동두천시 각종 개발에 있어 무엇보다도 필요한 것은 財源의 조달과 확충이 이루어져야한다. 따라서 개발을 추진하는 데 있어 展示的 사업을 확대 시행하기보다는 사업의 優先順位를 검토한 후 사업이 추진되어야한다. 또한, 도시개발을 施行하는데 있어서 낭비의 요소를 없애고, 무엇보다 住民을 생각하고 주민의견을 반영한 개발을 해야할 것이다. 이와 더불어 中央政府도 모순된 제도는 과감히 規制에서 풀어야하고, 管理해야 할 부분은 법제도를 補完하고 규제 또한 엄격히 시행해야 할 것이다. 이렇게 했을 때만이 이상적인 地域發展을 이룩할 수 있게 될 것이다. The purpose of this research is to analyze the problems of the Dongduchoen city development plan and suggest the ways to proceed the project more rationally. The problems risen by the development are like the following.

First, there are many restrictions of local development in the Northern-Kyungki as well as Dongducheon city because of a double regulation. Second, it has difficulty in extending the area of the city because its East-West axis is surrounded by mountains. Third, developing the city is limited by military installations reserves and a greenbelt zone. Forth, there are problems like traffic jam on the street, poor connection between East and West, and environmental pollution caused by a pollution-causing factories such as a dye house and a leather factory. Fifth, the residents of that site are anxious about the frequent flood disaster and the water supply facilities are not sufficient.

Sixth, to meet the demands of the city development, securing the source of revenue is important, though, the rate of financial independency of 1999 was 48.10%, which was much lower than the average figure of its province, 69.14%. The solutions to those problems are as follows. First, the aim of development should be changed to regarding social facilities like cultural, educational, and leisure institutions as first rather than making new towns indiscreetly and spare territory must be in reserve for balanced development of the region.

Second, revising and making up for the weakness of the Law of Developing the Capital Area which is a senior law, effective development of adjoined region has to be carried out. Third, to solve the present problems, the local government should consolidate and reduce military bases gradually. Forth, the local authority should manage and supervise the factories placed near to the Shin Stream thoroughly to secure clean potable water and prevent the water pollution of the Shin Stream that runs through the middle of Dongducheon city. Fifth, the most important thing needed in developing the city is securing the source of income.

Therefore, the business should be put into practice after the examination of priority. And also it must reflect the opinions of the local residents and get rid of waste. In addition to that, the central government has to remove unjust restrictions resolutely and compensate for the law if it is necessary and execute the regulations strictly. In this way, an ideal regional development will be able to be carried on.
