The main purpose of cadastre has been the management of two-dimensional cadastral records with the results of planimetric cadastral surveying. However, the increasing requirements of the fields of urban/rural planning, infrastructure and building management force the cadastre to provide a variety of spatial information such as topography, facilities and buildings in addition to the conventional cadastral information. Especially, it is a trend using the three-dimensional geo-spatial databases for the efficient and effective land management and planning.
The methodology adopted is as follows: Firstly, creating digital cadastral maps with regular sizes by adjusting shrinkage/stretch and matching edges of digitized paper maps. Secondly, elevation data are extracted from digital topographical maps, aerial photos and building registers to present the altitude to the digitized and adjusted maps. An accuracy analysis is performed by comparing the height information from each source with one another. The result shows that the acquired elevation from photogrammetrical method meets the need when the space of digital elevation model is approximately lm.
The first goal of the research seeks a method to create three-dimensional geo-spatial information by mixing the cadastral and topographic data and the second is to find out how to attach height elements to the existing cadastral data. The height information derived from expensive and accurate direct levelling is the most desirable means. Nevertheless, that resulted from the aerial photogrammetry is proved acceptable to less accurate applications by attaching height data to the cadastral information, occasionally mixed with that from the building registers.
The cadastral information with elevation grants practical benefit to other spatial disciplines which try to cope with manipulation of 3 dimension.
