지적조사의 배경 및 목적에 관한 연구

시대별 지적조사의 배경과 토지관리·소유권 명확화 목적을 살펴봤다.

토지는 국가의 토대로서 중요하기 때문에 각 시대와 국가를 초월하여 토지관리에 노력을 기울였다. 토지관리는 지적조사(토지조사)를 통하여 이루어졌으며, 각 시대마다 배경과 목적을 달리하고 있다. 삼국시대 - 조선시대의 지적조사는 토지조세의 징수방법을 합리화하여 지배체제의 강화에 초점을 두었다. 따라서 그 목적은 공평한 토지분급으로 토지세의 공평한 부과에 있었다. 일제시대에는 우리나라 지적의 낙후성을 간파하고 토지조사를 통하여 토지소유권과 경계, 면적 등을 명확히 하여 토지수탈이 용이하게 할 수 있도록 하고자 하였다. 따라서 토지등록내용의 확대와 정확성 제고, 국유지 창출과 조세체계의 강화에 역점을 두었다. 현행 지적재조사는 90여년전에 일제하 시행한 지적조사 이후 단순히 부분적인 법령개정만 하였고, 산업화ㆍ도시화에 따른 급격한 토지이동으로 지적불부합이 과다하여 현대사회의 욕구에 부응하지 못하고 있다는 인식하에 지적의 정확성제고에 역점을 두고 있다. 따라서 본 연구를 통하여 각 시대마다 지적조사를 시행하는 배경과 목적이 상이하다는 것을 알 수 있다. 한편미래에는 환경이 더욱 중요시 되기 때문에 지적이 환경을 포함할 수 있도록 지적조사가 시행되리라고 예측된다.

Because our land information is not correct at present. which do not meet to modem society. Therefore Our country focus on correct land information.

Historilly, a purpose of a land survey is different all countries each other as to a socialㆍeconomic background in times. The purpose of a land survey will be change as to socialㆍeconomic the state in the future.
