산지전용제도의 운영 실태와 합리화 방안을 연구한다.

Before the 1980s in Korea, most of the deforestation process was to ensure food security through expansion of agricultural land and pastures. However recently, growing causes for deforestation are increase of demand for urbanization and industrialization. Since the late 1990s, parts of metropolitan areas have been suffering from natural environment destruction and calamities. As the indiscrete development of forest land has been becoming a serious social problem, the Act on Forest Land Management was enacted in 2003. However, as observed during the 2 years the Act has been effective, problems are identified in the classification of the land.

Since the current forest land use is classified according to slope and density of stands, the lower hills of the mountains with high timber production potential are classified as semi-conservation land and the inaccessible areas with steep slopes and poor soil are classified as conservation land.
