田園住宅地 開發에 관한 硏究 : 首都圈 地域을 中心으로

수도권 전원주택지 개발의 필요성과 계획적 개발 방안을 연구했다.

1960년대초 이후 지속된 經濟開發計劃의 성공적 실행으로 경제의 고도성장과 함께 소득의 증가로 인한 생활수준이 향상됨에 따라 首都圈 地域의 田園住宅地에 대한 관심이 높아지고 있다. 이러한 현상은 도시의 생활환경을 열악하게 만든 각종 공해로부터 떠나고 싶은 의식과 좀더 생활의 질을 높이기 위하여 시간적 여유와 마음의 여유를 찾고자 하는 욕구에 대한 인식, 그리고 인구의 경제적·사회적 특성의 변화와 자동차 보급의 증대 등으로 더욱 증가 추세에 있다. 한편, 政府에서 計劃하고 있는 政策 變數의 作用 및 居住 郊外 地域의 형성, 서울지역의 住居 用地 不足으로 인한 住宅供給의 한제성 극복에 대한 인식과 전 국민의 공간인식에 대한 변화도 날로 커지고 있다. 이에 田園住宅地 開發의 필요성은 절실하며 이는 사회적 요청에 부응하는 것이다. 그런데, 國土綜合開發計劃이 시행되는 과정에서 무분별한 田園住宅의 난립이 地域開發의 문제점이 될 수도 있으며, 개발의 방향 또한 호화별장 등 변칙적으로 방향이 흐를 우려가 있다. 따라서 本 硏究는 우리나라 田園佐宅地의 개발에 대한 실상을 연구, 조정, 분석하여 문제점을 도출하고 이에 의거하여, 보다 현실적으로 발전적이며 전문성과 효율성 있는 改善方案을 모색하여 田園住宅地 開發의 효율성과 능률성을 높이고자 한다.

As the successful performance of the economic development plan that had been pursued since the early 1960s yields a remarkable economic growth and subsequently the standard of living unproved owing to the increase of income, the interest in pastoral house around the metropolitan area is increasingly growing up. This phenomenon is largely spread among people, because they want to be away from all kinds of pollution deteriorating urban environment and they also become aware of their own desire toward room for peaceful mind and spare time to raise living quality.

And this trend is being more encouraged by the change of the population's socio-economic characteristics and the extension of car possession. On the other hand, the policy planned by government is likely to act as a varialbe, and the spare for residence is formed in suburban areas. Moreover, there is a growing awareness of the need to overcome the limit of house supply caused by the shortage of housing site in Seoul, and people's sense of space increasingly changes. Accordingly, the need to develop pastoral housing site is an urgent matter, and this is a way to meet social requirements.

However, local development will get faced with difficulties in the process of enforcement of the comprehensive national land development program if pastoral houses are indiscriminately built up in a disorderly manner. And that development program might be likely to be improperly used for a wrong purpose like building up luxurious country houses. The purpose of this study is, accordingly, to enhance the efficiency of the development of pastoral housing sites, by examining the actual state of that development to find out its problems and by searching for improvement measure over the problems, which is feasible, special and efficient.
