In coastal cities, amenities such as scenic views, waterfront access, and recreational settings cluster along the shoreline and continuously attract residential and development demand.
Development tends to advance together with regulatory relaxation that permits higher density, while topographic constraints and shoreline geometry limit developable land and push expansion into discontinuous forms. Because the coast also lies at the front line of climate change, amenity-rich shorelines increasingly overlap with areas of inundation, so that development incentives and the imperatives of risk management collide within the same space.
Such risk has historically been managed by expanding structural defenses after development; yet this very reliance leads the coast to be perceived as safe, inviting further development, and the accumulated development in turn justifies additional defensive investment—producing a self-reinforcing cycle. Coastal risk is therefore best understood not as a product of hazard intensity alone, but as a cumulative outcome in which demand, regulatory practice, and development interact and accumulate in space.
This study addresses a gap between two largely parallel bodies of scholarship: one explains how amenity and locational conditions concentrate development demand in particular spaces, and the other examines how cumulative development reshapes land-use patterns and the spatial distribution of flood exposure. Between them, land-use deregulation—the institutional gateway through which demand is converted into observable development—has typically been treated as an exogenous event, and few studies have conceptualized it as an institutional response that accumulates selectively in specific places.
Accordingly, this study aims to empirically examine an integrated pathway in which the spatial background of development pressure formed by amenity and locational conditions leads, through the cumulative relaxation of land-use regulation, to land-use fragmentation and changes in the spatial distribution of flood exposure. In doing so, it seeks to identify the point at which demand is converted into development in high-amenity coastal areas, and to redefine the role of land-use planning as a preemptive instrument for climate adaptation and sustainable land use.
The empirical case is Busan Metropolitan City, an archetype of amenity-driven coastal development shaped by mountainous terrain, scarce developable land, and shoreline-concentrated growth. The analysis is structured as a staged pathway that sequentially links the spatial background of development pressure, the cumulative relaxation of land-use regulation, and changes in land-use fragmentation and flood exposure. To minimize endogeneity, amenity and locational conditions are fixed at the year 2000, deregulation is measured as a cumulative record over 2000-2023, and fragmentation and flood exposure are observed at the 2023 endpoint.
Deregulation is captured through three indicators—count (frequency), area (scale), and rate (intensity)—to represent the cumulative level of each dimension. Amenity and locational conditions comprise ten indicators, including visual amenity, coastal and riverine accessibility, green environment, transportation, centrality, and frontier (transition-zone) pressure. Land-use fragmentation is measured with a focus on changes in patch configuration following deregulation, and flood exposure is estimated from the share of population and impervious surface within the cumulative inundation-trace area. The analysis proceeds in three stages.
The first and second stages use multiple regression to test, in sequence, the association between
