디지털지적구축 시범사업의 전국 확대방안 연구

디지털지적 구축사업의 전국 확대를 위한 추진방안을 제시했다.

With the confirmation of the necessity and the feasibility on the cadastral reform project (CRP) in consequence of the pilot project on digital cadastral establishment, 5 strategic action plans are produced to make the nationwide escalation of the CRP successful. Firstly, it is concluded that the project area based on administrative unit of local government being allowed its autonomy looks like it is more feasible. Secondly, it is required to provide total funds by central government financial aid at the early stage of the CRP to encourage local governments' active participation.

However the split funding system by local government and beneficiary organizations can be also considered after the early stage. Thirdly, it is important to escalate the CRP by rousing public opinion with a successful case if the pilot project for the CRP results in success. Fourthly, it is desirable to carry forward the CRP by, not so much radical and full-scale, but by moving gradually and phasing-out. Lastly, administrative authorities should foster advanced cadastral system to share the benefits resulting from the CRP with citizens living beyonds the project area since the CRP will be carried out in long-term period as one of national policy projects.

디지털지적구축 시범사업 추진현황을 분석한 결과 지적재조사사업의 필요성과 그 가능성을 확인할 수 있었으며, 이를 토대로 전국 확대를 준비할 때 전략적으로 고려해야 할 사항으로 다음과 같은 결론을 얻었다. 첫째, 사업지구 선정은 가급적 행정구역별로 지정하되, 해당 지방자치단체별로 선택권을 부여하는 방식이 바람직하다. 둘째, 사업비는 단체장의 적극성을 확보하는 차원에서 초기에는 전액 국비 지원을 원칙으로 하고 그 다음에는 지방비와 수익자 부담 방식도 검토할 수 있다. 셋째, 이들 초기 사업지역이 성공적으로 종료될 경우, 성공사례를 집중적으로 홍보하는 방식으로 사업을 확대하는 것이 중요하다. 넷째, 본 사업은 급진적이고 전 방위적으로 추진하기보다는 점진적이고 단계별로 추진하는 것이 바람직하다. 다섯째, 지적재조사사업은 장기간에 걸쳐 국가 정책 사업으로 시행되므로 실시지역 이외의 주민들로 지적재조사로 얻어지는 이익을 공유할 수 있도록 지적제도 선진화를 촉진하여야 한다.
