Although Korean cadastre system starting from research registration all lands had to be developed to a basic system which manages country efficiently, it could not fulfill a systematic and efficient growth. Since importance of cadastre has recently risen with economic growth, cognition of cadastre administration was changed in the process of executing a national policy and its organization and setup of its office were readjusted and partially improved. However, the cadastre administration system is not satisfactory for coping with new environment.

With entering upon the 21st century, new millennium, an institutional improvement is required urgently to resolve accumulated cadastre problems by this time to carry out a new land policy efficiently. The cadastre administration system in Korea comprises a dual system. Therefore, a national announcement about the same object is different to cause disagreement with actual status.

Existing the existent cadastre administration system will bring about a number of problems: it will cause a national waste of manpower and budget; the function of public announcement will lower due to the disagreement of registration facts between mutual public books; and reliability as public books of nation will be lost because safety of real estate dealings cannot be sought. Accordingly, to improve the cadastre administration system, it is recommended to newly establish the Administration or the separate office of Land Information Administration(an assumed name) by incorporating cadastre system and registration system to resolve land problems.

It is proper to integrate into the self-governing system for residents' continence and administrative efficiency and it is ideal that local organizations are incorporated into shi(city) and do(province) or shi, gun(county), and gu(district). And up-date information should be provided for administrative efficiency and people's convenience, with uniting database of land and forest land books, a cadastral section, a building register, register business of real estate, and separate land prices by public announcements which disperse by every organization and with establishing a general land information system.

The method to settle non-coincidence of cadastre spreading all parts of Korea should be prepared and actual plans of cadastral reform should be found to ensure public confidence in the cadastre system in order to promote its reliability. A legal and combined device is also planned for mutual agreement of related study and for enacting the law of cadastre announcement. The two dimensions of surface plane cadastre system should be expanded, information of underground, surface, space, and history should be systemized, and the multi-purpose cadastre system should be introduced to control it in three dimensions.

As mentioned above, when the cadastre system which aims at high-tech information society is positively introduced and an exact information of land and its efficient use are provided, the public confidence of cadastre system will be secured. Furthermore, embodying the multi-purpose cadastre system for the rational use of land and efficient cadastre administration system and establishing the general land information system may contribute for ensuring the government's reliability of cadastre administration for people and developing the cadastre system.
