초록
As of date, the informative society with highly developed infra technology and supersonic speed computer networks demands an innovative establishment of the land information system, which is based on land parcels named Parcel Based Information System(PBLIS) for providing more accurate and timely land-related data to face those increasing requirements of diverse information on the valuable property for landlords. However, our national cadastral registers and maps that had designed during the Land Investigation Project were being used, they causes the boundary disputes between the land owners.
These conflicts mainly caused by the discrepancy between map boundaries and ground boundaries resulted from the frequent boundary changes by parcel mutations, quality deterioration of map sheets and stretch/shrinkage of neat lines. Up until now, clear solutions has not been presented, though it has incurred public distrusts against the authorities. This research focuses on the development of the methodology efficiently resolving cadastral inconsistent areas which is one of the main problems in our cadastral system.
Futhermore, it adopts comparative analyses of parcel acreage, block acreage, displacement of plane coordinates and changes between boundary points acquired by several surveying techniques which are neat line correction of cadastral maps, TS survey, GPS/RTK survey and digitizing on aerial ortho-photo images. Objective of the research is to be considered the most accurate and efficient cadastral surveying methods to register boundary coordinates in both urban and rural areas based on the ground boundaries.
For the substitution the conventional methodology for resolving the cadastral inconsistency by the correction of stretch/shrinkage of map sheets, the research adopts new surveying techniques with new facilities for the comparative analyses by each surveying method and individual test area and the resulted conclusion is as follows: TS is appropriate to urban areas while RTK is to rural ones. The method using ortho-photos by aerial photogrammetry still demands further technical development to increase accuracy and reliability when the decision on boundary points is made.
Ortho-photos will be proved useful for distinguishing whether a certain extent of land is a cadastral inconsistent area or not. Consequently, cadastral inconsistent areas can be efficiently arranged with applying new survey methods rather than seeking resolutions by solving paper map problems.
