토지구획정리사업지구의 공한지 발생에 관한 연구

토지구획정리사업지구에서 장기간 이용되지 않는 택지의 발생 원인과 대책을 살펴본다.

토지구획정리사업이 우리나라의 도시발전에 기여한 바는 매우 크다. 도시계획사업을 추진하면서 국가나 지방자치단체가 재원확보에 어려움을 사업지구의 토지소유자들에게 그 비용을 부담하게하고 공공용지를 확보, 공공시설을 확충한점과 도시의 주택난을 토지구획정리 사업으로 택지를 확보 주택공급에 기여한 바는 실로 크다고 할 것이다. 그러나 토지구획정리사업으로 시행한 일부의 택지가 20~30년이 지나도록 공한지로 남아있어 도시미관은 물론 도시계획사업의 취지와는 달리 토지가 이용되지 않고 있어 이에 대한 문제점은 무엇이고 그에 대한 대책을 거론해야한다고 생각하여 이 논문을 쓰게 되었다.

Land readjustment project has made a great contribution toward the development of cities in our country, City planning project enabled the nation or local government to impose the expenses on landowners to settle the difficulties of raising funds, to secure a site for the public, and to expend and improve the public facilities and vastly contributed to securing building land and housing from the housing shortage of the city by land readjustment project.

But some building land from land readjustment project has left as raw land for 20~30 years and the land has not been used differently with city planning project, not to speak of townscape, so this research has been written by thinking about raising an issue of the problems and countermeasures of that.
