Abstract Coal-fired power plants generate electricity by burning coal to boil water and using the resulting steam to drive turbines.
Because they emit large amounts of greenhouse gases and fine particulate matter, coal-fired power generation is widely regarded as a major contributor to climate change. South Korea is therefore pursuing an energy transition policy aimed at completely phasing out coal-fired power generation by 2040. Although the phase-out of coal-fired power generation is necessary, appropriate measures must also be developed to support the transition of affected regions. This process may be understood in terms of the public-law restructuring of land and regional transition.
The public-law restructuring of land refers to the reorganization of land-use plans, regulatory frameworks, and administrative approval systems to accommodate new uses and facilities. Regional transition refers to the process of mitigating the negative impacts of plant closures, including economic decline, reduced local tax revenue, and job losses, while transforming affected areas into sustainable local communities. Coal-fired power plants have often served as major economic and industrial anchors in their host regions. Their closure may therefore bring about significant changes in local economies.
In areas already experiencing population decline, such changes may have particularly serious effects on employment, public finance, local businesses, and community stability. It is therefore necessary to establish measures that can reduce these regional impacts and support a stable and sustainable transition. To address these issues, various legislative proposals have been introduced in South Korea, beginning with the Special Act on Support for Regions Affected by the Closure of Coal-Fired Power Plants and extending to the Special Act on Support for Coal-Fired Power Plant Workers and Affected Regions.
These legislative efforts have addressed not only the restructuring of land-use and regulatory systems but also broader issues of regional economic and social transition. This study proposes the following legislative improvements. First, a statutory assessment system should be established to evaluate the regional impacts of coal-fired power plant closures. Second, an institutional framework should be developed to connect alternative land-use scenarios with regional development policies. Third, public acceptance should be secured through stakeholder participation and benefit-sharing mechanisms.
Fourth, a long-term environmental monitoring system should be established to ensure environmental safety and support the sustainable reuse of former plant sites.
