지적재조사사업과 공간정보기술의 연계 방안을 제시했다.

조선 토지조사사업 결과의 산물인 일제가 작성한 지적공부는 그 당시 저급한 기술로 작성되었기 때문에 많은 문제점을 지니고 있으며, 지금까지 사용하고 있는 실정에 있다. 현행 지적공부는 지적불부합의 문제가 항상 발생할 수 있는 소지를 지니고 있기 때문에 국민들로부터 항상 불신을 받아왔고, 지적불부합의 문제를 해소함으로써 지적행정의 정확성과 신뢰성을 제고하기 위하여 정부는 2010년 지적재조사특별법을 제정하여 국회에 제출한 상태에 있으며, 2011년부터 시범사업을 실시하여 본격적인 지적재조사사업을 10여년에 걸쳐 시행하고자 계획 중에 있다. 지적재조사사업은 법제도적인 측면과 기술적인 측면이 매우 중요하므로 첫째, 법제도적인 측면은 외국에서 지적재조사사업이 실시 중에 있거나 완료된 국가의 사례를 비교 검토하고, 둘째, 기술적인 측면에서 보다 발전된 최신 기슬인 GIS와 접목시킬 수 있는 방안을 모색함으로써 지적재조사사업의 성공적 수행에 도움을 주고자 한다.
