초록
This study examines the case of Shiga Prefecture in Japan, which successfully adopted related systematic ordinances to review rational measures of the land use regulation for flood risk reduction. To this end, this study proposed a framework which complemented the IRGC’s governance framework. The framework analyzed the measures about flooding risk according to the factors of 4 stages(pre-assessment, risk appraisal, scoping, risk management). Independent pilot tests and listening surveys were conducted in the Pre-assessment stage. Sharing issues between administrative and residential sectors and the process of creating the regional safety map were analyzed in the Risk Appraisal stage.
In regard to the Scoping stage, it is the process of sharing and figuring out internal capacity and the solution of Committee for Shiga Prefecture Flood Management of administrative and residential sectors. Finally, it analyzed the process of adopting the ordinance of integrated flood risk management in the Risk Management stage. It is found that the policies for flood risk reduction of Shiga Prefecture were reasonably derived for the land use regulation through these organized steps.
