합리적 산지관리정책을 위한 기초연구

GIS 원격탐사로 불법 산지전용 실태를 조사하는 방법을 연구했다.

현재 전국적으로 이른바 불법적으로 주거, 상업, 공업용 등 산림이외의 용도로 이용되고 있는 산지는 약 34천ha로 추정된다. 이러한 불법전용산지조사를 위한 기초자료로서 중앙정부차원에서 일관되고 통일된 분석방법 및 기준을 마련하여 체계적인 조사·분석노력이 필요한 실정이다. 이에 본 연구는 기존의 신고나 또는 현장단속위주의 불법전용산지 조사방식에서 과학적·기술적 조사방법을 활용, 불법적으로 전용되고 있는 우리나라 산지실태에 대한 구체적인 사례연구를 통해 GIS의 원격탐사기법을 활용한 추출방법을 도입, 산지의 불법전용 실태에 관한 조사방법을 구축하고 그 결과를 토대로 불법으로 전용되고 있는 우리나라 산지이 용실태의 유형화(Pattern)를 시도하였다. 본 연구는 GIS기법을 활용하여 산지관리정책수립에 필요한 행정지원 정보를 도출하고자 하였으며, 불법 전용산지분석에 필요한 구체적인 분석기법을 도출하는데 그 차별성이 있다. 특히, 현장을 직접 방문해서 확인이 가능했던 불법산지 전용지를 GIS공간자료를 활용하여 소규모 개별필지와 더불어 대규모 개발지에 대한 적법한 인·허가 여부를 분석하기 위한 기초작업을 수행하였다. 다음으로 향후 여가·휴양 등 잠재적인 개발수요에 의해 증가될 것으로 예상되는 불법적인 산지전용에 대해 산지전용관련 행정자료와 전산화된 도면으로 관리되는 산지정보를 공간상에서 연계하여 처리할 수 있는 기법을 시도하였다.

이러한 불법전용산지의 추출 및 유형화 분석을 통해 합리적인 산지관리를 위한 기초자료를 제공하고, 우리나라 산지의 효율적 관리와 행정의 효율성추구를 위한 실질적 정책대안의 강구를 위한 기초적 함의도출에 본 연구의 주요의의를 두고 있다. The goals of this study are developing the method for extracting the unlawful forest land in total forest area, extracting the unlawful forest land using GIS(Geographic Information System), and recommending the policy for reducing the unlawful forest land diversion. This study is categorized by four types of unlawful forest land diversion. Based on this study, we got three implications. First of all, more demand for developing area occur increased unlawful forest land diversion.

Secondly, a large forest land diversion is occurred near the urban area because of developing land for housing. Lastly, the main purpose of unlawful forest land diversion was agricultural using. For reducing the unlawful forest land diversion, implement aggressive forest land management policies, such as first is detecting and patrolling unlawful forest land diversion using GIS, are required. Especially, unlawful forest land diversion in forest land is monitored five or ten years. Furthermore, to improve accurate monitoring, collecting the fundamental information for forest land diversion and developing the GIS techniques for extracting are needed.
