개발제한구역 보전부담금에 관한 입법론적 연구

개발제한구역 보전부담금 제도의 법적 근거와 입법 개선을 검토했다.

The government set up and has been operating charge systems as payment obligation except for taxes imposed as what the laws related to certain public service prescribes regardless of goods or services. These charges are enacted to reduce people`s inconvenience and to drive economic activity as they are carried through on a fair and transparent basis. Among these charges, the charge for preservation of development restriction zone have become law to protect our nature. This charge is imposed as the person using nature does not have effort to preserve it.

This amount has been used to regional development, but there are problems that it differs every year and is not collected as much as charged. So, the predictable system should be made for using the charge effectively and the new policy alternative is required to be made.
