지적제도 분석 모형을 이용한 우리나라와 독일·프랑스 지적제도 비교분석

한국과 독일·프랑스의 지적제도를 비교 분석했다.

Cadastral systems have been evolving with the development of technology in developed countries. Korea has also adopted the digital cadastral map by cadastral resurvey project since 2012, and pushed forward the reform to establish the foundation of spatial information industry. A variety of research work, e.g. study on successful model/case in advanced countries, has been carried out to successfully achieve the goal of cadastral resurvey project and propose future directions. In this paper, we investigate and analyze systematically the cadastral systems of Germany and France to apply to Korean cadastral system.

Further, an improvement strategy for on-going cadastral resurvey project and future cadastral system is presented. 해외 선진국들은 기술 발달과 더불어 지적제도를 개편해 오고 있다. 우리나라도 2012년 시작된 지적 재조사 사업은 종이 지적도를 디지털화하여 국토의 가치를 높이고, 공간정보산업의 토대를 닦는 사업을 진행하고 있다. 국민의 재산과 관련된 지적재조사 사업의 성공적인 달성을 위해 해외사례를 비교·분석하는 등 국내 발전 방향을 제시하는 다양한 연구가 진행되고 있다. 본 연구는 독일, 프랑스 국가의 지적제도를 체계적으로 비교‧분석하여 우리나라 지적제도 모형에 적용, 개선방안을 제시하여 우리나라 지적재조사 사업 수행뿐만 아니라 향후 우리나라 지적제도, 행정 및 관리 개선방안을 제시하고자 한다.
