This study aims to explain the mechanisms of formation and persistence in South Korea's real estate policies, which tend to repeat or continue along certain paths despite political changes such as regime shifts. To achieve this, the study applies an integrated theoretical framework combining the Multiple Streams Framework (MSF) and path dependency theory. The MSF explains how problem streams, policy streams, and political streams converge to open a policy window, leading to the adoption of new policies.
In contrast, path dependency theory clarifies how selected policies become institutionalized and self-reinforcing over time. By linking these two theories, the study proposes a sequential mechanism: policy window opening → institutionalization → path-dependent persistence. This research adopts a mixed-methods approach, combining qualitative theoretical analysis and quantitative empirical analysis. The qualitative component examines the real estate policies of four administrations (Roh Moo-hyun to Moon Jae-in, 2003–2022), focusing on policy orientation, instruments, and institutional trajectories using the MSF and path dependency lenses.
The quantitative analysis utilizes sentiment analysis of news texts and time-series data on housing prices and transaction volumes to assess public and market responses before and after policy announcements. The findings indicate that the MSF effectively explains policy initiation, while path dependency theory illuminates how institutionalized policies endure and constrain future change. Together, they offer a comprehensive account of both policy continuity and change across administrations.
