개발행위허가 자료를 활용해 청주시 지역개발 성과와 집적도를 분석했다.

This paper suggests the means to measure the degree of cluster in order to evaluate the performance of regional development under the development pennit system. We employ the exponent k of negative binomial distribution as well as Moran``s index(Moran``s I) among many other concentration indexes lO calculate the clustering tendency. Also. we apply empirical analysis to assess the cluster tendency with the actual development permit system data inCheongju city based on the two above-mentioned indexes and GIS method.

Our results show that the exponent k of negative binomial distribution is appropriate to measure the performance of regional development under the development permit system with respect to cluster tendency because the estimation result by the exponent k of negative binomial distribution is more reliable and more consistent.
