Korea started to incorporate the industrial location system into the economic growth policies to pursue economic efficiency in the early 1960s when the economic development plans took off. For the last 50 years since then, the system has played a pivotal role in Korea's industrial location policies.
In the early days of economic development, Korea's industrial complexes were developed under the goal of providing industrial lots with infrastructure at a cheap rate. Since the early days, the industrial complex development system has been constantly revised according to the changes to the economic environments. Today, there rises a need to improve the industrial complex system and provide a range of supports to private development as the economic activities of corporations are fast changing and their needs become more and more diverse. This study examined the subjects, methods, current state, and related laws of development based on a basic consideration of development.
And it identified the problems and improvement measures of the current development system by categorizing the system and reviewing the development procedures and the systems about the validity of development, feasibility of development, various permissions and approvals, preparation construction, and selling after preparation. First, the problems with the development procedures were reviewed.
The central government should only regulate the supply plan of industrial lots and delegate the permission and approval rights concerning the development of all the general and urban high-tech industrial complexes and agricultural and industrial complexes to mayors, provincial governors, and heads of counties, thus reducing the period from the confirmation of industrial location to the appointment and approval of the implementation plan.
Second, local governments can review the results of a cultural assets index examination in advance, draw a land registration map for cultural assets, and make it public to the individuals with certain conditions in order to reduce the appointment period of an industrial complex. Since it's safe to assume that the natural green area is decided as an developable lot already in the determination stage of basic urban planning considering the spatial structure for the promotion of local industry and urban development, it's only fair that the private sector should be allowed to develop an industrial complex in addition to the public sector.
Third, the expenses of purchasing land can be saved by expanding the items of various permission and approval agenda when appointing an industrial complex. The cost of capital can be reduced to the maximum by revising the administrative procedures to avoid any overlapping in approving implementation plans and shortening the period from appointment to approval. And the concerned procedures must be revised to prevent civil appeals and rising land cost. Fourth, the administrative agency that approves an implementation plan should install a department devoted to various kinds of impact evaluations required when the development area exceeds a certain limit.
Once the department deals with all works related to impact evaluations and is supported by the department integration and the institutional improvement for work process, the period from appointing an industrial complex to approving an implementation plan will be cut short. Fifth, they also can loosen the regulations to apply green space around an industrial complex and to secure green space at the complex. In that case, green space may decrease, but the actual area for factory operation will increase, which will help to resolve the problem of lacking factory lots.
And sixth, the preparation cost includes the expenses to purchase land, fees of various permissions and approvals, and public works expenses in determining the selling price. Once the preparation cost is made public to the tenant companies transparently, they will be able to pay a proper price for moving into the concerned industrial complex. The investigator discussed the problems and improvement measures of the current industrial complex development system based on the examination of various previous studies and field experiences. As mentioned earlier, local government have different conditions and situations with regard to industrial complex development. Thus it's
