초록
Korean cadastral records were made during Japanese Ruling Era about 100 years ago, as the result of that, various problems such as the limitation of paper maps over time were occurred, therefore, various civil complaints and disputes on land ownership have been arisen because of the incoinsident cadastre, furthermore, unnecessary social costs have been existed from inefficient application to national land, leak of tax revenue, and deterioration of policies due to the uncertain utilization of land.
To solve the fundamental problems and establish the proper value of land, a master plan for renovation of cadastre has been introduced since 1995, however, the projected cost of four trillion won was a huge burden to the government. meanwhile, the problems of cadastral system were macroscopically arisen in terms of law, system and technology in the research for the renovation of cadastre. For this reason, a master plan of renovation of cadastre was submitted again in 2009 but the plan was not accepted because of the huge cost of three trillion and seven hundred billion won.
Recently, the National Assembly recognizes the importance of the renovation of cadastre for protecting land ownership and efficient land management, so that a enactment of 「Special Law for the Renovation of Cadastre」is being carried out. However, projected costs act a big variable as same as previous cases. From this point of view, a optimal plan which minimizes the cost of the renovation of cadastre was introduced through precise analysis of survey expenses which occupies most of costs.
To do this, cost for the renovation of cadastre was calculated by item with 37 million and 607 thousand parcels, and effective parcels which need detail surveyings were selected from sixteen cities and provinces. The thing applied excessively with detail surveying parcels was considered because parcels which land use and land category are same such as road, ditch, river and pond are regarded as one parcel when survey costs are calculated. As a result of a sample survey, the number of parcels was decreased to seven million and four hundred eighty two thousand parcels out of the whole target detail surveying parcels.
Eight hundred seventy eight thousand parcels were also excluded from detail surveying parcels because the parcels are national land located at national and provincial parks so that it is difficult to survey due to very rugged mountain terrains and then boundary positions do not much affect land ownership. In addition to this, land alterations of confirmation surveying and numerical cadastral areas are classified as development-planned areas and excluded from target parcels of detail surveying. An economical surveying method for the renovation of cadastre reflects the development of surveying equipment and technology.
To minimize the cost of surveying, a TS surveying performed by a team consisting of 3 surveyors is needed to improved and a new technology and surveying method are needed to be introduced. To verify an economical efficiency, target areas are classified as urban, rural and forest area and one team consisting of 3 persons and one team consisting of 2 persons are put simultaneously in each type of area by using the TS surveying and Network-RTK surveying. As a result, cadastral non-coincidence areas are diversely distributed in the urban, rural and forest area, and an operation of one team consisting of 3 persons is suitable for the most convoluted areas.
Communication is sometimes cut off when surveying in built-up urban areas, so a surveying method which combines the TS and Network-RTK surveying, and an operation of one team consisting of 3 persons are suitable for this case. In case of rural and forest area, an operation of one team consisting of 2 surveyors is more efficient as a result of a comparison of the amount of works per day between the Network-RTK surveying performed by one team consisting of 2 surveyors and the TS surveying performed by one team consisting of 3 surveyors. Therefore, the following study is done to suggest economical approaches.
Firstly, as a result of estimating 10-year period by classifying cadastral non-coincidence, urban, rural and forest area, a supply of detailed surveying is calculated at 24,968,000 parcels and a total cost is estimated at 1,825,700 million won. Secondly, as a result of extending a performing period as 15-year period to analyze a plan designed as a 10-year project, a supply of detailed surveying is calculated at 24,783,000 parcels. This result shows that a cost of this case is reduced comparing with the cost of the 10-year period for detailed surveying.
However, the total cost is estimated at 1,923,900 million won because of increasing costs of organization operation, system operation, maintenance and preliminary and so on. Thirdly, based on this analysis results, a cost is calculated by planning 11-year period, performing by administrative unit and surveying cadastral non-coincidence, urban, rural and forest area continuously. The result presents that a supply of detailed surveying is calculated at 24,907,000 parcels and the total cost is estimated at 1,806,100 million won.
Furthermore, an accuracy and a range of application are analyzed by performing a photogrammetry as an experimental surveying for an approach to the renovation of cadastre. A cost for an surveying method which uses in combination with photogrammetry is estimated at 2,149,700 million won increased by 323,900 million won comparing with 1,825,700 million won calculated in each step. So, when the photogrammetry method is applied in urban and rural area, not in forest area, its cost is estimated at 1,545,100 million won. This is because cost calculation of the photogrammetry depends on an area unit.
So, as an area of a parcel in forest areas is mostly large, the cost of the photogrammetry method is more expensive. The cost of the surveying in forest areas is reduced by 604,600 million won with the result
