In contemporary society, shrinking cities face complex challenges such as low growth and population decline, significantly straining local finances.
This crisis suggests a need for new approaches in urban planning and management, emphasizing efficient local fiscal management and strategic responses for sustainable development. Previous research generally focused on population and economic activity decline, but there has been insufficient academic exploration into the effects of specific spatial strategies in shrinking cities on local government spending. This study aims to contribute to effective urban policy and management strategies by deeply analyzing the impact of spatial strategies in shrinking cities on local government spending.
The purpose of this study is to analyze the relationship between spatial strategies in shrinking cities and local government spending. Firstly, various spatial strategies adopted in shrinking cities, particularly smart shrinkage strategies, were systematically organized through existing research. Then, local government spending was divided into per capita total spending and per capita infrastructure spending, and the differences between shrinking and non-shrinking cities were compared using t-tests and spatial distribution analysis. This highlighted the need for efficient management of local finances in shrinking cities.
Next, panel regression analysis assessed the impact of spatial strategies in shrinking cities on per capita total and infrastructure spending, identifying strategies effective in shrinking cities by comparing their impact on local government spending with non-shrinking cities and the overall region. The study found statistically significant differences in local government spending between shrinking and non-shrinking cities. In shrinking cities, both per capita total spending and infrastructure spending were significantly higher than in non-shrinking cities, particularly the costs for infrastructure maintenance and development.
Also, differences in the efficiency of local government spending within shrinking cities were evident. This confirms that financial expenditures can vary based on the city's characteristics and strategies, underscoring the necessity of closely analyzing the relationship between spatial strategies in shrinking cities and local government spending. Panel regression results showed that strategies such as increasing population density, enhancing land use diversity, and improving transportation accessibility positively impacted the reduction of per capita total spending.
Specifically, high population density, securing green spaces, and improved transportation access through railway stations played a crucial role in reducing per capita infrastructure spending burden. Compared to non-shrinking cities and the overall region, unique spatial strategies for shrinking cities appeared to be securing green spaces and improving transportation accessibility through railway stations, while land use diversity and improved urban connectivity were more significant strategies in non-shrinking cities and the overall region.
This research underscores the importance of effective spatial strategies in overcoming the fiscal challenges faced by shrinking cities and in promoting sustainable urban development. In particular, the role of green space and transportation accessibility improvements through railway stations in reducing financial burdens in shrinking cities provides new insights for urban planning and fiscal management. Additionally, the comparison of spatial strategies in non-shrinking cities and the overall region clarifies the unique conditions and needs of shrinking cities, offering vital foundation data for policy-making for sustainable development in shrinking cities.
