In South Korea, regulations on multi-homeownership were strengthened during the Moon Jae-in administration but were relaxed under the Yoon Suk-yeol administration. This research examines the temporal evolution of these policies and evaluates the impact of heavy taxation on multi-homeowners on the real estate market and fiscal stability. Through case studies of New York City, Hawaii, and Los Angeles, this paper compares the real estate taxation systems of South Korea and the United States, identifying similarities and differences in their tax structures and policy backgrounds.
Unlike South Korea, the U.S. bases its taxation on market value and prioritizes revenue stability and market fluidity. This comparative approach provides significant insights into how the two countries pursue fairness and efficiency in their tax policies. The study also investigates the legal nature of heavy taxation on multi-homeowners, grounded in key taxation principles such as tax equity, ability-to-pay, and benefit taxation.
By examining the theoretical framework of local tax principles—including benefit taxation, neutrality in resource allocation, regional distributional equity, revenue stability, administrative simplicity, and taxpayer compliance—this research seeks to understand the implications of these principles for multi-homeowner taxation and explores the policy’s limitations and potential improvements. This paper highlights the structural issues of heavy taxation on multi-homeowners in achieving tax fairness and policy objectives.
It also proposes actionable directions to enhance the equity and efficiency of real estate taxation systems, offering a foundation for more effective and balanced tax policy design.
