공시지가 현실화를 위한 업무프로세스의 개선에 관한 연구 - 전라남도 무안군을 사례로 -

공시지가 현실화를 위한 지방자치단체 업무 개선안을 제시했다.

본 연구에서는 전남 무안군의 사례를 통해 공시지가의 현실화를 위한 지방자치단체 공시지가 업무프로세스의 개선방안을 제시하였다. 이를 위한 전제조건으로 우선 지적공부가 정확해야 하고, 표준지와 개별지의 토지특성이 정확히 파악되어야 한다. 무안군은 지가행정 담당자가 항공영상 스템에 표준지 자료를 입력하여 토지특성 등의 오류를 검토하고, 표준지간 불균형을 파악하고 있다. 2020년 기준, 항공영상과 표준지 자료, 부동산 실거래가격 자료 등을 중첩하여 표준지의 현실화를 검토한 결과, 토지특성 오류 등이 있는 표준지를 92필지를 발견하여 실거래가격과의 현실화율이 60%~70%에 미치지 못하는 표준지 81필지를 도출하는 성과를 거두었다. 이러한 실증분석 결과를 바탕으로 공간정보시스템이 구축되지 않은 지방자치단체는 광역자치단체의 공간정보시스템에 각 시·군별 표준지 자료와 부동산 실거래가 자료를 레이어별로 탑재하게 된다면, 공시지가 업무프로세스가 전반적으로 개선될 것으로 보인다. This study explores how to improve the local governments" Business processes of official land prices, to readjust them, by referencing the case of Muan-goon (county), Jeonnam-Province.

As the preconditions for this, cadastral record books should be initially correct, and then, the land characteristics of standard and individual lands must be precisely grasped. In the case of Muan-gun (county), public staffs, who are in charge of administration regarding the land price, review the errors of land characteristics and examine the imbalance between standard lands by inputting the data of standard lands to the aerial imaging system.

As of 2020, the readjustment of standard lands is reviewed by overlapping aerial images, standard land data, and market prices of real estates, to find 92 lots of the standard lands with errors of land characteristics, and therefore, the results of this work draw 81 lots of those with the readjustment rates less than 60%-70% of market prices. Based on the results of empirical analyses, we conclude the work processes of official land prices seem to be entirely improved for cities and counties in which the spatial information system is not installed.

To get to this conclusion, this research posits a prerequisite that the data set of standard lands and market prices of real estates by cities and goons (counties) are aptly loaded into the spatial information system of the Provincial government.
