하이라인 주변부 도시관리계획 특성에 관한 연구 : 뉴욕시 ‘웨스트첼시 특별목적지구’를 중심으로-

뉴욕 웨스트첼시 특별목적지구의 도시관리계획 특성을 분석했다.

본 연구는 하이라인 도시선형공원화에 따른 주변부 도시조직 변화를 예측하고 효율적으로 관리한 ‘웨스트첼시 특별목적지구’ 사례를 면밀히 분석하여 도시선형공원 주변부 도시관리계획의 특성을 도출하고 국내사례에 적용방안을 논의하는데 목적이 있다. 구체적으로 ‘웨스트첼시 특별목적지구’의 하이라인 주변부 도시관리계획을 분석하고, 분석결과와 선행연구, 국내 도시선형공원 주변부 도시관리계획 사례에 견주어 해석하고 논의하였다. 연구의 결과 첫째, 도시선형공원을 기준으로 주변부 물리적 범위를 세분화하여 주변여건에 따라 규제를 적용하였다. 둘째, ‘예술’관련 용도를 보존・장려하고, 건축물 입면을 전시공간으로 활용하여 도시선형공원 프로그램을 장려 및 지원하였다. 셋째, 도시선형공원 인접 건축물의 사생활 침해문제를 시각적·청각적인 부분으로 예측하여 건축물 입면의 형태와 차음성능을 규제하였다. 넷째, 도시선형공원 선형오픈스페이스를 중심으로 인접 건축물의 용적과 입면설계를 조율하여 시각적 회랑을 형성하고, 더불어 주변부 가로·공지와 경관적 맥락을 형성하도록 하였다. 다섯 째, 도시선형공원 선형오픈스페이스가 연속적으로 이어지도록 공간을 보존하고, 인접 보도에서 접근이 용이하도록 승강기·계단의 배치·부피·출입구 방향을 규제하여 보행연속성 및 접근성을 확보하였다.

ABSTRACT Urban Planning Characteristics on High Line and Neighboring area - Focused on New York Special West Chelsea Districts - Jung, Kyunghun Department of Urban Design&Planning Graduate School University of Seoul Advised by prof. Yoo, Sukyeon This study aims to establish Urban Planning Characteristics on urban linear park and Neighboring area by analyzing New York 'Special West Chelsea District' that manage to changes of urban tissue due to 'HIGH LINE PARK' conversion of decommissioned railroad easement. To this end, Analysis for Special west chelsea district has a discussion with advanced research review and korea urban planning case.

The research findings are as follow : First, between urban linear park and neighboring area subdivided into physical area and then impose different regulation from area to area. Second, urban linear park program recevied support from special land use of Art preserves and building elevation display. Third, prevent to invasion of privacy from urban linear park by regulate building form and sound insulation. Fourth, building form of surrounding urban linear park is regulated for view corridor, and make a context of landscape between urban linear park and Neighborhood.

Fifth, To prevent linear open space of urban linear park and regulate the placement, volume, exit direction of the elevator, stairs for easy access from the adjacent sidewalk was walking ensuring continuity and accessibility.
